Nordic Support for Progress of North Macedonia
A) The Government of Norway  is funding a sub-regional programme “Nordic Support for Progress in North Macedonia”implemented by the United Nations Office for Project Services (UNOPS). The project consists of socio-economic development support to the more undeveloped parts of the country and also envisages support to the national authorities responsible for leading the renewed efforts on the EU accession process. The Government of Norway has allocated funding for the implementation of the Project in North Macedonia for 48 months, starting from September 2018.

The overall objective of the project is to contribute to a more balanced socio-economic development and to contribute to the implementation of the Stabilization and Association Agreement and EU accession negotiations priorities. 

Locally, the project aims to increase employment opportunities, support social cohesion, as well as to enhance local infrastructure in the less developed areas with a focus given to the inclusion of youth, women and vulnerable groups in the labour market. Nationally, the project aims at supporting the government to improve its capacity for EU integration and government reform agenda in the accession process.

B) The Swedish International Development Cooperation Agency has decided to fund a project “Support to progress in North Macedonia - Government reform agenda in the EU-accession process” to be implemented by the United Nations Office for Project Services (UNOPS). The objective of the project supported by the Swedish International Development Cooperation Agency (SIDA) is to support the enhancement of the EU integration capacity of the Republic of North Macedonia by providing technical assistance to government institutions during the accession period. 

SIDA has allocated funding for the implementation of the project in North Macedonia during 48 months.

The Overall Objective of the SIDA support is to contribute to, and effectively communicate to the public, the implementation of the Stabilisation and Association Agreement, accession negotiations and government reform priorities in the Republic of North Macedonia. 

Project interventions are aimed towards communicating the benefits of the EU accession process to the general population, as well as to involve the civil society and media throughout the accession phases. All project activities will be undertaken in partnership with the Government of North Macedonia, in cooperation with the national institutions, with the aim of allowing them to adopt/adapt the legal requirements and, where relevant, EU accession criteria. 

This will ensure national ownership and support the development of national capacities.

Background Information – relevant for the assignment

The purpose of Result 1 “Supporting the government reform agenda in the accession process” is to provide support to relevant national institutions in charge of alignment of national legal acts with the EU acquis and to contribute to further building of capacities of central coordination structures and relevant national structures for successful carrying out of the screening process (explanatory and bilateral screening). The overall process is coordinated by the Secretariat for European Affairs (SEA), as main coordination body in the accession negotiation process.

The Government of Republic of North Macedonia is preparing for formal opening of accession negotiations with the EU and is accelerating government reforms, including implementation of the Stabilization and Association Agreement (SAA) in two successive stages. In 2019, North Macedonia entered to the SAA second stage and completed the explanatory meetings of the European Commission on chapters of the acquis. The overall process is coordinated by the Secretariat for European Affairs (SEA), as main coordination body in the accession negotiation process.

One of the key aspects of the European integration process is capacity building of civil servants in the public administration that cover aspects of the European integration process.  Primarily, the focus of the intensive capacity building shall be focused on EU sectors at central and local level, NPAA Working Groups, IPA structure and its bodies, Sector Working Groups and parts of administration directly or indirectly involved in European integration process or in absorption of EU funds, as well as the future negotiation structure.
This need was identified in the early days of the European integration process and already in 2000, the first EU Training Strategy was adopted by the Government. The first Training Needs Assessment survey (TNA) was launched in the same year and was consistently reviewed on bi-annual basis. Training and related capacity building activities, due to absence of a model of recruiting trainers(experts) from the administration, was to a greater degree delivered by a number of consistent donors throughout the years, in cooperation with SEA, as well as through individually designed projects by SEA for support of training activities.

In 2011, the SEA TC was established in order to officially harbour, and deliver the trainings related to EU/EI and to the management and absorption of EU Funds. As of 2012 SEA TC has its own budget (small, yet significant). Rosters of trainers were created a number of times, however, soon after the initial deliveries of trainings, the interest to be a part of the roster of trainers among the experts from the administration dwindled down, given there was no adequate valuation and monetary satisfaction. However, this year, SEA has adopted a new act for revitalizing of the roster of trainers from the administration, and thus, a legal ground for remuneration of the engaged trainers is provided. 

This particular project is aimed at capacity building of the members of the roster of trainers. For part of them, it will be a refreshment programme to their skills and capacity as trainers. However, for the majority of the members of the roster this will be an imminent step to their full capacity to perform and deliver as trainers. 
The creation of a programme/project and a model of ToT for this target audience shall focus on two main segments, in a number of days/events. The first one is related to a “how to” orientate and organise around a creation of a specific module or training, with the essential knowledge conveyed about the methods and practices in this respect that are valid in the training community. The second part of this programme is aimed at hands on learning and practicing process of managing a defacto training, facilitation, managing of discussions and introducing a number of techniques in the process of delivering training, which also implies not only learning the technicalities, but also acquiring soft skills to manage a process of training with full animation and attention of the audience.
