• Participate in PSC’s audits, investigations and donor verifications, from inception until completion of the assessments.
• Draft recommended actions needed to implement audit/review recommendations and draft responses.
• Conduct assurance of PSC projects in accordance with project management best practices, including in-person internal control reviews, as needed.
• Assess the cross-functional risks involved in proposed new and ongoing PSC projects and engagements.
• Analyze the causes, especially recurring and systemic issues, and provide recommendations for corrective actions on non-compliance and reducing/preventing risks.

• Support the design of PSC business processes to ensure compliance with the UNOPS internal control framework. This includes the design of tools, templates, forms, quick guides, graphical illustrations, case studies, lessons learned, policies and other guidance material.
• Ensure that coherent processes, tools and templates are available and are conveyed to PSC personnel in a user-friendly, easily understandable and implementable manner; collect feedback and improve processes/tools based on user experience.
• Continuously identify learning needs, develop materials, and contribute to various knowledge-building initiatives within PSC.
• Assist in the development and/or review internal policies to ensure compliance with the UNOPS legislative framework, including but not limited to engagement acceptance, procurement, third-party engagements, human resources, project management, and travel administration.
• Duly engage with and seek guidance from the appropriate business units in HQ and UNOPS at large, particularly to exchange best practices and ensure the appropriate internal clearances are obtained.
• Keep abreast of changes in donors’ funding policies, in particular for the main European Union bodies, and ensure that project management is aligned with donor requirements.
• Carry out operational communication with the client (UNMAS) on UNOPS’ perspective on compliance issues and suggest improvements where needed.

• Review and pre-clear business development documents, programme and project plans, Financial Agreements, MoUs, and other official correspondence, to ensure organizational legal requirements and quality standards are met.
• Respond to routine queries on the application and interpretation of UNOPS legislative framework, including with respect to financial regulations and rules in order to safeguard organizational interests and commitments.

• Advanced University Degree (master or equivalent) with five years of relevant experience.

• First Level University Degree (bachelor or equivalent) with seven years of relevant work experience.

• Certified Internal Auditor (CIA)
• Certified Fraud Examiner (CFE)
• Certified Information Systems Analyst (CISA)
• Certified Public Accountant (CPA)
• Association of Chartered Certified Accountants (ACCA)
• Chartered Accountant (CA) or equivalent
