Work life harmonization

The Health System Enhancement to Address and Limit (HEAL) COVID-19 project  (2020 - mid 2022) funded by the Asian Development Bank (ADB) aims to assist in scaling-up the coronavirus disease (COVID-19) emergency response of the Philippines Government while strengthening the Philippine Health System to become more cost-effective and sustainable.

Under the agreement for the HEAL project which is lodged at the Bureau of International Health (BIHC) of the Department of Health (DOH), is mandated for the establishment of isolation facilities in thirteen (13) DOH hospitals to ensure infection control as well as to the molecular laboratory of two (2) DOH hospitals for COVID-19 diagnostics. This is accomplished by the Bureau of International Health Cooperation BIHC), in collaboration with the Health Facilities Enhancement Program – Management end-users, suppliers and recipient health facilities. The timely construction of the Isolations Facilities and Molecular laboratories is essential for the management of COVID-19 related cases. 

In relation to the construction management for the 13 isolation facilities and 2 BSL-2 molecular laboratories, UNOPS has partnered with the DoH and is providing Technical Assistance though the provision of site supervision consultancy services to the DoH.  

The availability of the key equipment and new infrastructure will strengthen the ability of the health system in the Philippines to effectively treat COVID-19 cases. The expected outcomes of the project are:

1. Strengthened preparedness and response capacity of the Philippines health system in regard to prevention, diagnosis and treatment of COVID-19; 

2. Reduced COVID-19 transmission and increased safety of the local populations.

• Provide substantive support to the Sr. Project Manager in the project planning, implementation, monitoring and control throughout the project life cycle.
• Mentor and assist technical personnel and project team in planning, execution and project delivery including but not limited to construction management, works supervision, contract management (FIDIC), change control, quality management, HSSE and other infrastructure-related areas of expertise, ensuring incorporation of best practice of infrastructure project management process.
• Work closely with the Programme Management Office (PMO) to ensure those project management policies, processes and methods are followed and practiced according to the UNOPS standards, best project management practices are promoted, and overall assurance of projects is provided.
• Identify and anticipate in a timely manner potential risks and issues through infrastructure expertise and knowledge, advise on mitigation measures and ensure implementation thereof, and escalate critical issues/risks to the Sr. Project Manager in order that maximum benefit to partner(s) and other stakeholders is achieved.
• Provide advice and support on the preparation, quality and proper management of infrastructure projects documents (including infrastructure-related documentation such as site assessments, design package, contract management and works supervision documentation, as-built design, testing and commissioning reports, change orders, completion and hand-over certificate, etc.).
• Review design documentation, specifications and other project documents  and provide recommendations to meet the required quality and detailing.
• Advise and provide expertise/support to the assessments of contractors' technical capacity to deliver.
• Advise and assist with technical input to proposals, including but not limited to project planning, governance, and approach considerations.
• Facilitate the engagement and provision of high quality results and services of the team and supervised through effective work planning, performance management, coaching, and promotion of learning and development.
• Provide oversight, ensuring compliance by team members with existing policies and best practices.
• Lead in the resolution of technical issues that may arise in the various sites between contractors and the PMO staff implementing the design and specifications as provided in the construction contracts.

• Advanced University Degree (Master’s Degree or equivalent) in Civil Engineering, Construction Management or any other related field is required.
• A combination of a Bachelor's degree with an additional 2 years of relevant work experience may be accepted in lieu of the education requirements outlined above.

• Chartered engineer certification or equivalent is desirable.
• PRINCE2, PMP or similar project management certification is an asset.

• A minimum of 5 years of experience in civil engineering or construction management in an international organization is required.
• Two (2)  years of experience in civil works design and construction project supervision of significant magnitude and/or complexity, resource management, technical knowledge and application of standards is an advantage.
• Work experience in multi-cultural developing  environments is desirable.
• Experience in the UN system organizations and/or a developing country is desirable.
• Experience in providing advice and oversight is desirable.
• Experience in construction of at least one health facility in an urban location is highly desired.
• Experience in vertical construction/medium rise building construction is an asset.
• Excellent relationship building and communication skills, both internally and externally is desirable;
• Experience in delivering technical advice and reports at all stages from initiation to final project delivery is an asset;
• High proficiency with computers, and other software/ platforms related to the position's field of expertise such as “AutoCAD” (latest Versions – 2009 and higher), Microsoft Project and/or Primavera is desirable.
• Good experience in working with the G-Suite platform including Google Drive, Google Calendar, Gmail, Google Sheets, Docs, and Slides is desired.
