UNOPS completed Border Road Rehabilitation project activities, in order to support the JAF Border Guard Force (BGF) operations in the northern border of Jordan by improving JAF BGF mobility along Jordan’s northern Border with Syria in order to respond rapidly to potential border incursions, smuggling activity or any security incident as the current infrastructure has been deemed unsuitable for extensive military travel.

In the first project phase in 2018, the Border Road Design was carried out through technical assessments to define the statement of requirements, completed the detailed road design, Environment Impact Assessment (EIA) studies, and geotechnical studies.

The second phase of the project took place in 2019 and 2020 and involved the project implementation through the construction and rehabilitation works of the road between towers # 41 to # 53 +0.62 Km along the northern Syrian border and three access roads that intersect with the targeted road.

With the construction and rehabilitation of the road as a part of a broader initiative to enhance border security, JAF will enhance operational effectiveness through increased response times. This will also have a direct impact on the safety and security of Jordan’s citizens coupled with an expected reduction in terrorist/extremist activity within the region.


Purpose and Scope of Assignment

The target area for this project is the road between towers # 41 to # 53+0.62 Km along the northern Syrian border and three access roads that intersect with the targeted road. The area specified was selected given the extremely poor road conditions and the fact that the JAF designated it as a priority due to smuggling and transit routes in and out of Syria.

The scope of the project includes the provisions of a comprehensive design support review of the constructed road, road signs, road furniture, markings, and drainage structure (59 pipe culverts) for the Northern Border Road, which is about 62.95 Km.and starting from tower No. 41 (East) – to tower No. 53 (West), along the northern Syrian border and located 20km north-east of Mafraq city. 

Under this project, UNOPS undertook the construction and rehabilitation works for the two-way lane road of 6.00m total width, with 1.00m width shoulder on both sides of the road. The works include:

  • Earthworks, including the Realignment of all types of Fences and earth Dykes that obstruct construction.

  • Sub-Base and Base Course; including the Aggregate Base Course spreading and compaction of all road layers.

  • Bituminous Construction; including the Bituminous prime coat and wearing course of 6cm thickness.

  • Concrete, Steel and Structures; for the drainage structures and Culvert

  • Road Furniture, cat eyes, Lane Marking, edge marking, Guard Rail, regulatory and warning signs.

  • Completion of the project and handover to JAF 

UNOPS intends to carry out a comprehensive design review of the works for the above-mentioned project.


The Lead Civil Engineer (Road Design) is responsible for leading the rapid evaluation of the final design. The evaluation scope should focus on the below themes:

  1. Provide an overview of the hydrology study and environmental study.

  1. Provide needed calculations for structure analysis and stability.

  1. Provide needed calculations to determine culvert size in order to drain maximum anticipated rain stormwater.

  2. Provide required material study with supporting calculation and data for all road layers.

  1. To grant needed approval for road furniture designed by Dar Al-Omran (Project designer).

  1. Prepare an evaluation report that describes the evaluation and puts forward the evaluator’s findings and recommendations.

  1. Respond to all design review comments with supporting documents and needed calculations via engineering models to get a design review certificate.

The incumbent is responsible to abide by security policies, administrative instructions, plans and procedures of the UN Security Management System and UNOPS.
