Payroll Officer

The UNOPS Bangkok Shared Service Centre (BSSC) is a Shared Services Centre (SSC) unit established for the purpose of providing internal, global, cost-effective transactional services which enhance the operational capacity of UNOPS and standardize systems and procedures. The BSSC, among other functions, carries out high-quality transactional services within the area of personnel contract administration and payroll.

Under the direct supervision of the Payroll Analyst and the overall direction of the Manager of BSSC, the Team Lead (Staff Payroll) ensures effective management and delivery of global payroll services for staff, ensuring high quality, accuracy and consistency of work. 

The Team Lead (Staff Payroll) provides expert advice and is the subject matter expert on staff Payroll. They directly supervise the staff payroll Team and coordinate the payroll cycle and provide technical and functional payroll expertise for the processing of payroll for UNOPS and Partner staff  in line with UNOPS rules and regulations. The Team Lead (Staff Payroll) promotes a client oriented approach in providing payroll services to UNOPS and its partners.

The Team Lead (Staff Payroll) works in close collaboration with other offices to resolve complex payroll-related issues, ensures consistent service delivery and provides accurate and timely advice on Staff Payroll matters. The Team Lead (Staff Payroll) partners directly with counterparts in the Payroll and Finance units for finalization of payroll and process improvements including and through the use of information technology and communication tools. 

The Team Lead (Staff Payroll) works in close collaboration with the Programme, Operations and project teams in the field offices and UNOPS HQ staff ensuring successful performance in payroll management. 

Summary of Key Functions:

• Personnel management

• Coordination and management of staff payroll process

• Provide timely and accurate advice on staff payroll related queries and produces payroll reports when needed

• Assist Standard Operating Procedure Setup and Payroll systems development, testing and maintenance

• Knowledge building and knowledge sharing

• A first-level university degree (e.g. Bachelor) in Human Resources, Business/Public Administration or other relevant field is required. An advanced university degree (e.g. Masters) may be considered as a substitute for 2 years of work experience.
• Knowledge of  UN policies, procedures and practices is highly desirable.

• A minimum of two (2) years of relevant experience in providing HR/payroll advisory and/or administration services is required.

• Experience in the UN system organizations is desirable.

• Proficiency in computers and office software packages (e.g. MS Office and Google Suite) and experience in handling web-based management systems is desirable.

• Experience in the use of HR information systems, Enterprise systems including OneUNOPS is desirable

• Fluency in written and oral English required.  
• Knowledge of the second UN working language is desirable.

Contract duration: Open-ended, subject to organizational requirements, availability of funds and satisfactory performance.
