UNOPS -Mozambique Office is recruiting this position through an Emergency Procurement Process (EPP).
The United Nations Office for Project Services (UNOPS) is an operational arm of the United Nations, supporting the successful implementation of its partners' peacebuilding, humanitarian and development projects around the world. UNOPS supports partners to build a better future by providing services that increase the efficiency, effectiveness and sustainability of peace building, humanitarian and development projects. Mandated as a central resource of the United Nations, UNOPS provides sustainable project management, procurement and infrastructure services to a wide range of governments, donors and United Nations organisations.
Project Background
The Project will fall under the purview of the UNOPS KEMC (Kenya Multi Country Office) Located in
Nairobi, Kenya. The KEMC manages a growing portfolio of engagements, including associated strategic and operational risks. The KEMC sub-region currently consists of an established Operation Center in Nairobi/Kenya which manages a portfolio of engagements in multiple countries in East and Southern Africa. This includes a large portfolio of infrastructure, procurement and project management service projects in Kenya, Uganda, Tanzania, Zimbabwe Somalia, Zambia and Mozambique. This specific projects will be based in Pemba, Mozambique.
The Senior Project Manager will manage the implementation of social cohesion, economic strengthening and livelihoods activities in the following projects:
1. Project - NCRP (Mozambique Northern Crisis Recovery Project)
The ‘Mozambique Northern Crisis Recovery Project’ is based in the City of Pemba in Cabo Delgado Province and supports the resettlement of IDPs from temporary settlement sites to 20 relocation sites in the Province. The project supports both IDPs and Host communities. The project comprises of 4 main components:
Component 1: Psychosocial support and community peace building; and enhancing State-society trust and confidence.
Component 2: Provision of agriculture and fisheries inputs, cash for work programs for youth and women and the provision of kits for micro and small business development; and training on entrepreneurship and business management.
Component 3: The restoration of basic services, small works for agriculture production, education and health infrastructure and the construction or rehabilitation of school and health infrastructure and community services and amenities in temporary and relocation sites and host communities.
Component 4: Strengthening of technical capacity of government authorities and local governments for conflict management. This component will also support project implementation, financial management, procurement, safeguards, reporting, and monitoring and evaluation.
The project is implemented in collaboration with government authorities and financed by the World Bank.
2. MozNorte Project
The MozNorte Project is implemented by the Government and financed by the World Bank. It provides bridge financing to stabilize rural livelihoods and to improve the management of natural resources on which most rural livelihoods depend in 18 districts of three provinces (Cabo Delgado, Nampula, Niassa).
The target districts of the intervention include:
- In the Province of Niassa the districts of Lago, Chimbonila, Mecula, Sanga, Maua, Muembe;
- In the Province of Cabo Delgado the districts of Montepeuz, Mecufi, Metuge, Ancuabe;
- In the Province of Nampula the districts of Memba, Erati, Mecuburi, Ribaue, Moma, Larde, Angoche and Mossuril.
The list of 18 targeted districts is being finalized taking into consideration the evolving situation on the ground.
One of the key approaches of the MozNorte Project is the Community-Driven Development (CDD) Fund which has the objective to generate sustainable livelihoods, promote inclusive and participatory development and strengthen social integration. The CDDF has two windows: district window and community window. The target groups are communities. While the district window is implemented by district authorities, the community window will be implemented by community and/or local organizations/consortia/Lead Service Providers.
UNOPS will be responsible for managing the community window that will support 300 communities across the target 18 districts with a budget allocation of a minimum of one project per community up to USD 120,000, with an average budget allocation per community of USD 90,000 (equaling a total allocation of US$ 27 Million for grants); variations in allocations and number of projects can be made depending on the needs and the readiness of the community.
Senior Project Manager is responsible for the day-to-day operations of the projects and provides services to the different donors, partners and beneficiaries. The Senior Project Manager acts on behalf of the Project Board to manage the project on an ongoing basis during the Implementation Stage. The main responsibility of the Project Manager/Senior Project Manager is to ensure that the project outputs are delivered within the specified project tolerances of time, cost, quality, scope, risk and benefits. He/she is expected to meet the organization’s performance and delivery goals.
Senior Project Manager is responsible for creating the Implementation Plan, using the Project Initiation Document (PID), Legal Agreement and having a thorough understanding of the terms, conditions, and the respective roles and responsibilities of the partners/stakeholders, to ensure the project(s) outputs are capable of meeting the business cases for both UNOPS and the partner(s). Success of the project(s) and hence of the Project Manager/Senior Project Manager will be based on the defined Success Criteria.
