Capacity Building Senior Officer (Project Management Training Analyst)

The purpose of this term of reference is to hire 01 professional specialist in Training in Project Elaboration and Management to work in training actions aimed at partners and/or beneficiaries within the scope of projects developed by UNOPS.

When applicable, the professional will act in accordance with ILO Convention 169 and National Council of Public Prosecutors (CNMP) Resolution 230/2021 in the implementation of their activities with traditional communities and indigenous peoples in the preparation of the teaching program; methodology; conducting training for multipliers and the final public; and mapping of financiers and lines of credit offered to such groups.

The contractor will provide technical expertise and work under the direct supervision of the Project Manager and will be responsible for the following activities:

• Develop a work plan for the action and schedule of activities;

• Develop teaching methodologies and materials for carrying out training and capacity building (for multipliers and for the target audience);

• Analyze the contexts in which the courses are held and prepare a level assessment of the participants;

• Teach courses addressing processes, techniques and tools for project development and management, with inclusive language aimed at the public;

• Include content and activities that are practical and suitable for the demands of the target audience;

• Ensure effective communication with UNOPS team members, partners and training recipients;

• Conduct training in person and/or by video of meetings;

• Carry out mapping of financiers and lines of credit offered to groups in socially vulnerable situations;

• Report to the Project Manager the activities carried out.

This contract follows the Service Hiring modality linked to Work Plans previously defined and established by the Project Manager. In this type of contract, an estimated number of working days is established for the performance of the planned activities.

The project manager will accompany the Contractor in carrying out pre-agreed deliveries and payments will occur in line with the days worked to perform them from the presentation of reports of activities performed and/or expected product. If necessary, a review of products and reports may be requested for approval by the Project Manager. The contractor must keep his/her individual production documented for the development of the requested products.

The hired person may eventually work together with other consultants and in the development of products, as required by UNOPS.

• Specialization or master's degree, preferably in Administration, Project Management, Social Sciences, Management of third sector social organizations or related areas;

• Candidates who do not have a postgraduate level but have a bachelor's degree in any area of ​​knowledge will be accepted with two additional years of proven experience in project management training.   

• Have a minimum of 2 years or 4 years - depending on the education level - of experience in facilitating training, workshops, lectures, classes or training in designing and implementing projects;
• Prior experience in providing services or consulting to third sector organizations is desirable;
• It is desirable to have previous experience in preparing public notices or evaluating responses to public notices (proposals) by third sector organizations and entities, drafting projects and mobilizing resources.

• Complete fluency in Portuguese (reading, writing, speaking)
• Intermediate level reading, writing and oral communication in English is a must

• Contract type: Local Individual Contract Agreement (LICA)
• Contract level: Specialist - Level 9
• Contract duration: 12 months, with possibility of renewal.
