Lead Biomedical Engineer -Retainer

UNOPS -Mozambique Office is recruiting this position through an Emergency Procurement Process (EPP).

General Background

Project Background:

The Mozambique Northern Crisis Recovery Project is based in the City of Pemba in Cabo Delgado Province supporting the resettlement of IDPs from temporary settlement sites to 20 relocation sites and Reconstruction/renovations of destroyed infrastructure and North of Cabo Delgado. The project will support both IDPs and Host communities. The project comprises of 4 main components: 

Component 1: psychosocial social support and community peace building; and enhancing State-society trust and confidence. 

Component 2: provision of agriculture and fisheries inputs, cash for work programs for youth and women and the provision of kits for micro and small business development; and training on entrepreneurship and business management. 

Component 3: the restoration of basic services, small works for agriculture production, education and health infrastructure and the construction or rehabilitation of school and health infrastructure and community services and amenities in temporary and relocation sites and host communities. 

Component 4: strengthening of technical capacity of government authorities and local governments for conflict management. This component will also support project implementation, financial management, procurement, safeguards, reporting, and monitoring and evaluation. 

The project will be implemented in collaboration with government authorities and will be guided by the various programme guidelines provided by the World bank- as the funding source.

Under the overall guidance and supervision of the Project Management Support Specialist, the Lead Biomedical Engineer-Retainer will provide technical guidance to the project team in relation to the Health Procurement work package, focusing on quality control of the medical equipment to be procured and installed. The position requires an incumbent with expertise in supply chain management of medical equipment and with capacity to handle the complexity of the project, while ensuring compliance with national and international quality standards.

1. Implementation of  procurement strategies

• Review, advise on and help consolidate the equipment lists by type of service. Review their operational performances, and make recommendations to the Senior Project Manager and stakeholders on specifications and other substantive/technical elements required to effectively develop, plan, launch and implement projects through appropriate application of UNOPS procurement governance framework (rules, regulations, policies and tools).

• Advise the Senior Project Manager and/or Procurement Specialist on project scope, overall technical/substantive requirements based on partner and beneficiary needs, as well as national and international certification requirements and standards for equipment, associated services and works, including the relevant best practices.

• Preparation of the technical specifications and bill of quantities to be incorporated into the tender documents of the medical equipment to be procured under the project.

• Preparation of the technical requirements for the installation of the equipment, including any relevant infrastructure works.

• Organization and supervision of the logistics of delivery and installation.

• Preparation of a schedule of requirements, conditions, evaluation criteria and exact submission needed from the bidders before the bid solicitation.

• Participation as the technical evaluator/member of solicitations and proposals for the supply of biomedical equipment, as well as the associated services and works.

• Ensure that appropriate procurement modalities and instruments are applied (e-sourcing, procurement and Rosters of Suppliers) based on individual case requirements, utilizing expert knowledge of procurement policies and instruments.

• Implement and oversee proper monitoring and control of procurement processes for the project, including organization of RFQ, ITB or RFP, receipt of quotations, bids or proposals, their evaluation, negotiation of certain conditions of contracts in full compliance with UNOPS procurement rules and regulations. 

• Ensure that procurement contracts and contractors are optimally managed through supplier and contract performance management against agreed benchmarks and through agreed reporting mechanisms. 

3. Quality Assurance

• Verification of biomedical equipment for specification compliance prior to installations and handovers.

• Supervision of installation of equipment/systems where required, as well as quality assurance, ensuring the works are carried out as per the design specifications and contracts administrations of installation works.

• Review the medical assets/systems operational performances produce reports and follow up on any warranty maintenance as required.

• Prepare operational and maintenance plans for all medical equipment/systems installed under the project, and issue to the client on project completion.

Education

• Advanced Degree (Master’s) or equivalent in Biomedical Engineering or related fields is required.

• A combination of a Bachelor's Degree in Biomedical Engineering or a relevant area with an additional 2 years of relevant work experience may be accepted in lieu of the education requirements outlined above.

Experience

• At least five (5) years of experience in biomedical equipment including sourcing and selection is required.

• At least (one (1) years of working experience in project assessment, design, and rehabilitation projects for hospitals and health centers is required.

• Knowledge and experience in site preparation for heavy medical equipment is desired.

• Work Experience with an international Organization and/or UN Agencies is an asset.

• High proficiency with computers, and other software/ platforms related to the position's field of expertise is desired.

•  Good experience in working with the G-Suite platform including, Google Drive, Google Calendar, Gmail, Google Sheets, Docs, and Slides is desired.

Language Requirements

• Full working knowledge of English and Portuguese languages.
