Project Management Office Specialist - Monitoring and Systems(PMO-M)

The United Nations Office for Project Services (UNOPS) aims to make significant strides in promoting sustainable development, aiding the federal and provincial government in SDGs attainment, and establishing itself as a reliable provider of efficient services for development programming around Climate Adaptation, Basic Service Delivery and Energy Efficiency. Operational since 1999, UNOPS Pakistan (Project Office) is part of the Sri Lanka Multi-Country Office in the Asia Pacific Region.

The Project Management Office Specialist - Monitoring and Systems (PMO-M) is a member of the Project Management Office (PMO) of the Pakistan team under the South Asia Multi-Country Office. The PMO-M will lead:

• The development and roll out of country specific systems to enable project delivery oversight, management and monitoring;

• Independent monitoring of delivery;

• Technical aspects of field and situational assessments to inform project design;

• Representation and stakeholder engagement particularly related to the field of digitization;

• Systems development and quality control related to project reporting and data.

The position strongly contributes to moving the Pakistan Office toward achieving its mission-focused goals and objectives. This position will report to the Country Manager Pakistan, under the technical supervision of the PMO Specialist in the SAMCO unit.

• Act as programmatic focal point for design of new projects including coordinating programmatic inputs for narratives, budgets and required assessments; 
• Support development of programmatic inputs in country office strategy and other wider organizational strategies from a programmatic perspective; 
• Support partnerships in representation of UNOPS in programmatic discussions for new engagements; 
• Coordinate with relevant retainers for inputs in the design of projects.

• Support partnerships to develop stakeholder profiles and the formulation of stakeholder engagement strategies;
• Represent UNOPS in relevant in-country and UNOPS wide programme platforms;
• Coordinate reporting on non project specific programmatic matters of the mission including but not limited to the data, monitoring and impact related platforms fo the UN.

• Lead the quality assurance process across the country office;
• Review and issue regular project reports in accordance with donor or other stakeholder guidelines for reporting;
• Prepare and consolidate programmatic reports for donors, stakeholders or internal purposes;
• Regularly review project status, evaluating performance criteria (scope, cost, schedule and quality);
• Maintain diaries and progress reports as required by UNOPS standard procedures;
• Identify and anticipate in a timely manner, potential risks and issues specific to delivery forecasts, and advises mitigating measures to the Project Manager, Programme Specialist, PMO Specialist and Country Manager;
• Provide routine oversight and analysis of delivery data within the dashboard system, using UNOPS ERP system as required;
• Perform routine maintenance and implementation of effective monitoring and evaluation systems of programme and project activities, in line with logical frameworks;
• Within the context of monitoring and evaluation, ensure all projects submit and regularly update specific milestones and targets for the duration of projects' life-cycles, and track progress against such information;
• Provide editorial support to programmes and projects, ensuring effective and timely dissemination of reports, in line with project documentation and clients' expectations;
• Provide the Head of Support Services and Support Services Manager with necessary project analysis reports and information to support areas relevant to the project management team (i.e. Locally Managed Direct Costs projections etc.);
• Maintain PSEA and other reporting mechanism records;
• Coordinate and oversee the implementation of requests or initiatives relevant to project management from the Regional Office, IPAS, SAMCO and HQ Teams, as required.

• Conduct needs assessment to inform project and programme designs;
• Develop data capture and entry tools, and supervise teams using these tools;
• Lead UNINFO reporting and other similar programme level reports;
• Conduct impact analysis of existing and past projects and programmes;
• Support partners in their analysis of the previous interventions or situational needs.

• Ensure implementation systems for project management and monitoring at the CO level;
• Maintain any required feedback mechanisms including but not limited to Prevention of Sexual Exploitation and Abuse (PSEA);
• Support Country Manager (CM) in regularly reviewing project status, evaluating performance criteria (scope, cost, schedule and quality); 
• Act as a focal point for the Multi Country/Country Office maturity enhancement initiatives, using the P3M3 as a baseline;
• Ensure routine and effective capacity building activities are conducted in order to build the long-term and sustainable capacity of personnel for project management; 
• Participate in, and advocate PMs' participation in, relevant Communities of Practice; 
• Actively interact with PMs and the wider PM community to share case studies, lessons learned and best practices in the Knowledge System; 
• Provide feedback to Practice Leads on policy and supporting guidance working to achieve continuous improvement of UNOPS policies; 
• Contribute to the oversight of lessons learned procedures, ensuring that lessons learnt are shared in a timely and appropriate manner.

• A Master’s Degree in Project Management, Management Information Systems or related field 
• A combination of Bachelor’s degree with an additional two (2) years of relevant work experience may be accepted in lieu of the education requirements outlined above.

• PRINCE2 Practitioner Certification is highly desirable. 
• MSP certification (Foundation and/or Practitioner) is an advantage.

• A minimum of least five (5) years of relevant and progressive professional experience, specifically in the field of Project Management and M&E
• Strong experience with data analysis, management reporting and project management tools and/or information management systems.

• Fluency in written and oral English required. 
• Fluency in national language Urdu is preferred.
• Knowledge of  another official UNOPS language is an asset.
