Data Management Senior Officer

Global Portfolios Office (GPO), New York Portfolios Office (NYPO) supports the United Nations Secretariat, as well as other New York-based United Nations organizations, bilateral and multilateral partners in the delivery of UNOPS mandate in project management, infrastructure management, and procurement management.

Sustainable Development Cluster (SDC) (https://www.unops.org/sustainable-development) supports diverse partners with their peacebuilding, humanitarian and development operations. It was formed by combining the following portfolios: Grants Management Services (GMS), UN Technology Support Services (UNTSS), Development and Special Initiatives Portfolio (DSIP) It provides Services to partners' programmes that are designed, structured, and managed with a global perspective and primarily serving partners that are headquartered in New York.  The SDC has a footprint of approximately 125 countries.

UNOPS has signed an agreement with the United Nations to implement defined activities in support of The Development Coordination Office (DCO).

The UN Development Coordination Office (DCO) serves as the Secretariat to the UN Sustainable Development Group (UNSDG) and manages the Resident Coordinator (RC) system at the country level. The Country Business Strategies Section (CBSS) coordinates and supports the implementation of the UNSDG Efficiency Reform, which includes the following initiatives, among others: implementing Business Operations Strategies (BOS), establishing Common Back Offices (CBO), increasing the global proportion of Common Premises (CP), and scaling-up location independent services through a network of inter-agency Global Shared Services (GSS). UNOPS seeks a motivated Data Management Senior Officer to support the work of Common Back Offices (CBO), a mechanism for consolidating UN operational services at the country level to streamline processes and reduce overhead costs.

The incument of this position will be personnel of UNOPS under its full responsibility.

• Collaborate in planning, designing, and executing data management to support the CBO project. 
• Organize, validate, and analyze data inputs to establish cost and volume baselines for services in scope.
• Consolidate, analyze, and visualize data across entities and services to inform decision-making.
• Quantify, track, and consolidate potential efficiency gains from CBO. 

• Coordinate in establishing and monitoring Key Performance Indicators (KPIs) across CBO services.
• Collaborate with stakeholders to develop reports that provide actionable insights into CBO operations and performance.
• Act as the primary focal point for entities on data management, analysis, and visualization for CBO planning and implementation efforts.

• Train UNCT and OMT colleagues and data focal points at the country level on data tools and templates for collection, analysis, and visualization.
• Conduct follow-ups with focal points via clinics and calls to ensure consistent and accurate data gathering.

• Develop and improve tools and templates for data collection, analytics, and visualization.
• Support the creation of a scalable analytical model for launching and expanding CBO services.

• Analyze and consolidate lessons learned, good practices, and guidelines on CBO-related data management.
• Document workflows and processes to ensure knowledge transfer and collaboration.

• Comprehensive baseline reports for CBO countries, including data input, wrangling, clean-up, analysis, visualization, and recommendations to inform decision-making.
• Enhanced tools and templates for data collection, analytics, and visualization.
• A repeatable analytical model for scaling and launching CBO services sensitive to the perspectives of both service providers and clients.
• Training materials and sessions for stakeholders on using tools and templates for data collection and visualization.
• Collaborative production of data analysis reports for CBO operations, capturing insights and lessons learned. 

• An advanced university degree (Master’s degree or equivalent) preferably in Data Management, Data Analysis, Information Systems, Statistics, or in a field related to the post description with two (2) years of relevant experience is required; OR
• A first-level university degree (Bachelor’s degree or equivalent) preferably in Data Management, Data Analysis, Information Systems, Statistics, or in a field related to the post description with (4) years of relevant experience is required. 

b. Work Experience 

Required:

• Relevant experience is defined as experience in data management, analytics, and/or visualization.
• Demonstrated experience in planning, executing, and/or communicating data management initiatives.
• Experience with analytics tools (e.g., Power BI, Tableau) and scripting languages (e.g., SQL, Python, R).
• Experience in data collection, cleaning, and/or visualization methodologies.

Desired:

• Experience in version control tools such as Git is desirable
• Familiarity with the UN system or similar organizational contexts is desirable.
• Knowledge of MS Office applications, internet use, and office technology equipment is desirable.
• Advanced knowledge of Excel (pivot tables, pivot charts, conditional formatting, logical functions, lookup functions, text functions, date and time functions, and mathematical functions) is desirable.

c. Language

• Fluency in English (read, write, speak) is required.
• Knowledge of any of the other UN official languages will be considered as an advantage

• Contract type: Individual Contractor Agreement (ICA) 
• Contract level: International Individual Contractor Agreement (IICA-1) or Local Individual Contractor Agreement (LICA-9) - ICS9
• Contract duration: Ongoing contract (subject to good performance, availability of funds, organizational requirements and project duration). 

Even though the level of the position is indicated as IICA-1, depending on the incumbent's personal situation ( candidate with national ID or resident permit), a local fee scale (LICA-9) might be applied in determining the contractor's fee.

Additional Considerations: The candidate will be required to be available during New York business hours for stakeholder collaboration and a few weekly meetings.
