Project Management Support-Senior Officer (for Human Rights and Conflict Resolution), Multiple positions

The Project Coordinator for Human Rights and Conflict Resolution will be responsible for the proactive and effective day-to-day coordination, strategic support, and monitoring of the implementing partner (Interpeace) concerning all activities related to human rights and conflict resolution within the project. The incumbent will be in charge of coordinating  and overseeing the activities of a co-implementing partner. The incumbent will serve as the primary liaison between UNOPS and the Grantee on these thematic areas, ensuring that the Grantee's activities are designed and implemented to the highest standards.  

• Serves as the primary focal point for all communication and coordination between UNOPS and the implementing partner specifically concerning human rights and conflict resolution components of the project.

• Ensures Grantee activities are consistently aligned with the overall FCP III project goals, UNOPS strategic objectives, and donor requirements.

• Actively supports the Grantee in coordinating effectively with local and national partners, promoting the principles of complementarity and synergy.

2. Peace and Conflict Analysis:

• Oversees the comprehensive peace, conflict, and human rights assessments to inform project selection and implementation strategies, ensuring a robust focus on identifying and analyzing human rights violations, protection risks, conflict drivers, and opportunities for rights-based and peaceful conflict transformation.  

• Ensures that inclusive, human rights- based approaches are used to assess community needs and sensitivities.

• Supports the development of assessment criteria related to conflict resolution, peacebuilding and social cohesion.

• Contributes to the integration of conflict sensitivity into project management frameworks.

• Updates situational analyses to ensure adaptability to changing contexts.

3. Stakeholder Engagement & Community Consultations:

• Assists in developing and applying effective frameworks for measuring social cohesion and the impact of project interventions on community relations, ensuring participatory approaches.

• Analyzes relevant policy documents to align initiatives with national and local policies.

• Conducts stakeholder mapping and power dynamics analysis to inform engagement strategies.

• Facilitates community consultations to gather input and validate evaluation results.

• Assist in establishing mechanisms for inclusive dialogue and participation of diverse community groups.

4.Technical Support & Conflict Sensitivity Integration:

• Provides technical support in the design and evaluation of project interventions.

• Contributes to the selection of project activities based on participatory evaluations.

• Oversee and support the guarantee in evaluating the impact of projects on social cohesion, human rights, and conflict dynamics, utilizing established and innovative tools and methodologies. 

• Strengthens the capacities of local actors in conflict sensitivity, human rights mainstreaming, and peacebuilding approaches.  

• Co-design and support the project  in the implementation of impactful awareness-raising initiatives on social inclusion, human rights, and peacebuilding dynamics within target communities.

5. Capacity Building & Training:

• Participate in impact evaluations and ensure alignment with development goals.

• Conducts context-specific analyses, including social, gender and environmental dimensions.

• Assists in organizing and facilitating knowledge-sharing sessions with affected communities.

• Supports the integration of conflict-sensitive approaches into procurement and contracting processes.

• Supports the implementation of awareness-raising initiatives on social inclusion and peacebuilding dynamics.

6. Implementation and monitoring:

• Monitor project implementation to ensure consistency with peacebuilding goals.

• Monitor guarantee’s project implementation through regular reviews of reports, field visits, and direct communication, ensuring consistency with peacebuilding goals, human rights standards, and the Grant Support Agreement.

• Evaluates and adjusts community action plans based on feedback and participatory approaches.

• Assists in identifying mechanisms to improve local ownership and sustainability of interventions.

• Facilitates post-implementation activities to strengthen project benefits and social cohesion.

• Monitors emerging conflict risks and recommends appropriate mitigation strategies.

• Organizes follow-up meetings to ensure ongoing stakeholder participation and inclusion.

7. Monitoring & Evaluation (M&E):

• Contributes to the development of indicators to assess project impact on peacebuilding.

• Assist in designing and implementing M&E tools to monitor progress and ensure adaptive management.

• Overseas guarantees data collection and analysis processes; conduct complementary analysis and verification to support informed decision-making, identify lessons learned, and ensure accountability for results.

• Actively support and provide quality assurance for impact monitoring initiatives and community-led governance and peace dialogues.

• Develops and implements strategies, in coordination with Inter peace, to strengthen community advocacy capacities for the sustainable management of infrastructure and services, linking them to rights and peace outcomes.

• Advanced University Degree (Master’s degree or equivalent) in sustainable economic development, economics, human rights, international relations, political science, law or related field is required. 

• A first-level university degree (Bachelor's degree or equivalent) in the above-mentioned areas or related field in combination with 2 additional years of}qualifying experience may be accepted in lieu of the advanced university degree

• At least two (2) years of experience in project development, Peace and Security, Human rights projects, partnerships, and/or resource mobilization is required for candidates holding a Master's degree.

•  Experience in development or economic research and management 
•  Experience in development research and analysis 
• Experience in one of the following fields is an asset: peace, conflict prevention and resolution and human rights 
•  Experience working with immigration, displaced people and refugees, human rights, etc.
• Experience in writing scientific articles is an asset 
•   Previous experience within the UN system is an asset

Terms and Conditions 

• For staff positions only, UNOPS reserves the right to appoint a candidate at a lower level than the advertised level of the post. 

• For retainer contracts, you must complete a few mandatory courses ( they take around 4 hours to complete)  in your own time, before providing services to UNOPS. Refreshers or new mandatory courses may be required during your contract. Please note that you will not receive any compensation for taking courses and refreshers.
