PURPOSE
The purpose of the assignment is fourfold:
A. Support to project management:
field follow-up of project progress and their delivery of results according to
project objectives; seeking solutions when needed.
B. Project reporting: to assure
timely reporting according to donor requirements, in particular as regards the Macaya
Grand Sud and GEF Cote Sud and new projects to be initiated.
C. Support to communications: to provide substantive inputs to UN Environment
communications regarding its work in Haiti.
D. Support to gender mainstreaming
in line with the development of the UN Environment’s Gender Strategy, propose
ways to mainstream gender issues into the design of future projects, and where
possible, to incorporate measures within the existing activities and
documenting lessons learned as well as results.
B.
DESCRIPTION OF DUTIES
B. Support
to project management. The consultant shall work under the direction of the Environment
Project Manager, the Country Programme Manager and in coordination with the
Monitoring and Evaluation specialist to assure that information on project
progress against agreed objectives and deliverables helps to guide project
management. Contributes to drafting agreements with local partners and to the
accompaniment of the implementation of these agreements.
B. Project reporting. The consultant shall
work under the direction of the Environment Project Manager and Country
Programme Manager to assure that reporting to donors is accurate, up to date
and presented in the required format. This involves ensuring that relevant
information/data is available, analysing it and drafting reports using appropriate
templates. Reporting includes both narrative reporting on activities and
achievement of determined milestones, outcomes, outputs, deliverables as well
as financial reporting.
C. Support to communications. The consultant shall work
under the direction of the Country Programme Manager and in close cooperation
with the communications and knowledge management specialist and provides
substantive inputs to the communications regarding UN Environment in Haiti. Helps
to maintain quality control of communications products. Follows corporate
policies on communications and applies these to UN Environment Haiti
communications.
D. Gender mainstreaming. The consultant shall work under the direction of the
Environment Project Manager to support measures for incorporating gender
considerations in project design through field identification and document
review. Proposes how gender aspects could be better articulated and enhanced in
already programmed activities. In coordination with the Monitoring and
Evaluation specialist, documents and analyses lessons learned and lessons,
identifying how these can benefit and feed into further programming.
3. Monitoring and Progress Controls
Reporting to partners is timely and accurate.
Operational and good quality inputs to
project management, good teamwork.
Effective communications regarding UN
Environment work in Haiti.
Gender aspects mainstreamed in forthcoming
projects and ongoing activities.
