Architect/Design Engineer

Sharply growing demand for public healthcare and a long history of underinvestment in health infrastructure in Rakhine State mean Sittwe General Hospital (SGH), the state’s largest, is struggling to provide the population with adequate services. New facilities that expand the capacity and efficiency of services at Sittwe Hospital in line with the government’s plan and raise standards of staff accommodation to attract and retain key personnel, combined with better access to hospital services, will provide a significant boost to healthcare for all communities in the state. Raising the capacity of the General Hospital through construction of additional health facilities will increase the state’s much needed health service coverage.

The construction of new facilities and related health activities will be a highly visible and long lasting investment in development of the country’s second poorest state.  These actions have the potential to ease tensions that have exacerbated the conflict in Rakhine by demonstrating the commitment of central government and development partners to the state. By building trust in the quality and availability of public healthcare services it also provides an opportunity to de-escalate disputes between communities over access to health service resources. The initiative is aligned with existing state health plans and priorities, supporting national authorities to reach people in need, saving lives and lifting standards of critical healthcare.

In March 2017, the Advisory Commission on Rakhine State published its Interim Report and Recommendations in which the Sittwe Hospital was among the interventions that will help to improve the stability in the region.

The project commences with the development of the Sittwe General Hospital master plan which shall guide the decision making process of the government for its future expansion.

The UNOPS Myanmar under the UNOPS Asia Regional Office has been established to better support, develop and oversee the UNOPS portfolio of programmes and projects in Myanmar with focus on health programmes and livelihoods and rural development. UNOPS Myanmar ensures that synergies between projects are effectively developed.

The UNOPS Myanmar portfolio currently comprises several programmes and projects, including fund management of the multi-donor Three Millennium Development Goals Fund and the Livelihoods and Food Security Trust Fund. In addition, UNOPS is the Principal Recipient of the Global Fund to Fight AIDS, Tuberculosis and Malaria grants to Myanmar. UNOPS Myanmar has also been designated as Principal Recipient of the GFATM for a Regional Malaria Grant (Regional Artemisinin Initiative) covering 5 countries- Vietnam, Myanmar, Thailand, Laos and Cambodia. UNOPS is also expanding its infrastructure and procurement services in Myanmar, including advisory services in these areas.

UNOPS Myanmar plays a critical role in ensuring quality services to UNOPS partners that meet stringent requirements of speed, efficiency and cost-effectiveness. It is also responsible for liaison with government counterparts, donors, and UN Agencies.

Under the direction and supervision of the Infrastructure Manager and Master Plan Team leader, the Architect/Design Engineer is responsible for collating all the Sittwe General Hospital design documentations from the MMOC and then do a site plan and appropriate modifications in consultation with the MMOC infrastructure unit and UNOPS. This requires familiarity with the various  MMOC departments and coordination with the relevant MMOC authorities, Minitry of Health and Sittwe General Hospital. The specific tasks include:

• Review and develop, if necessary, MMOC’s requirements for the expansion of health facilities into a design brief.

• Review MMOC standard designs for Health Facilities in accordance to MoH requirements and UNOPS Design Planning Manual version 1.0, 2014.

• Apply all relevant design standards applicable to the project areas including earthquake and wind loadings for the development of the master plan.

• Adapt the modified MMOC standard design to suit the requirements of the specific geographical area of the project (Coastal and Delta).

• Prepare corresponding architectural drawings in standard scales, as well as the required services for water and sanitation, storm water drainage, electricity, bio-medical waste management, access and internal roads, etc.

• Assist in developing basic technical specifications, bills of quantities and cost estimates suitable to tender the works.

• Obtain the necessary approvals from MMOC, MoH and Sittwe General Hospital on the proposed master plan, designs and technical specifications.

• Establish contact/work relationship with MMOC, MOH and SGH to validate the proposed designs.

• Present the final designs to the Project Board and, if necessary, a second presentation to the donor for approval.

• Analyze the topographic survey and adapt the master plan to the existing conditions.

• Conduct extensive consultation and coordination with the Engineering sub-division of the MMOC, MOH and SGH..

• Abide by security policies, administrative instructions, plans and procedures of the UN Security Management System and that of UNOPS.
