Finance Associate - PSM Reporting

In February 2009, MMOC was selected by the Myanmar Country Coordination Mechanism for the Global Fund to Fight AIDS, Tuberculosis and Malaria (GFATM) as one of two Principal Recipients of GFATM grants for Myanmar. The implementation of the grants has commenced in January 2011.

In August 2013, MMOC was selected by the Regional Steering Committee for the Artemisinin Resistence Containment Initiative for the GFATM as Regional Principal Recipients of the GFATM regional grant for the Greater Mekong Subregion (Cambodia, Laos, Myanmar, Thailand and Vietnam). The implementation of the grant has commenced  since  January 2014.

Myanmar is one of UNOPS leading offices in Asia, acting as fund manager for three of the largest development programmes in the country, namely the Three Millennium Development Goal Fund (3MDG), the Livelihood and Food Security Trust Fund (LIFT) and the Joint Peace Fund (JPF). In addition, UNOPS Myanmar is Principal Recipient for the Global Fund to Fight AIDS, Tuberculosis and Malaria in Myanmar and Cambodia, and for the Global Fund¹s Regional Artemisinin-resistance Initiative targeting drug resistant malaria in the Greater Mekong sub-region. UNOPS provides procurement, infrastructure and project management services to a wide range of organizations in the country, including the Government of Myanmar, international development partners, other UN agencies, NGOs and INGOs. UNOPS Myanmar plays a critical role in ensuring that the quality of services provided to its partners meets stringent requirements of speed, efficiency and cost effectiveness.

Under the direct supervision of the Senior Procurement Advisor, the Finance Associate (PSM Reporting) shall be responsible for performing the following duties:

• Continuous analysis and monitoring of the PSM related budget lines of the Principle Recipient (PR) for GFATM projects, including monitoring of budget fund;
• Full compliance with UNOPS rules and regulations of project financial processes, utilization record and reports and implementation of the effective internal control framework.
• Monitoring of PR and SRs (Sub Recipients) PSM budget utilization reports for unusual activities, transactions and investigation of any anomalies;
• Preparation of Periodical PSM Financial Report and ad-hoc reports as prescribed by the Global Fund (GF) from time to time;
• Preparation of periodical expenditure and saving report
• Prepare and submit the expected POs to be raised and cash requirements-Letter of Credit reporting different quarters for all the National programmes/ Sub Recipients (NP/SRs) under the PR.
  • Ensure that the expenditures are correctly reflected with approved budget.
  • Support supervisors in the preparation of Progress Update Disbursement and effective financial reporting.
  • Cross check and verify the monitoring sheets for accuracy.
  • Review of finance data and supporting documentation for completeness, accuracy, and correctness of account entries
  • Support supervisors for timely retrieve of documents requested by internal/external audit and Local Fund Agent (LFA).
  • Review Expenditure reports on a monthly basis and make sure that all of the transaction are correctly applied with approved budget
  • Work closely with Reporting unit to ensure compliance and timely data cleansing in UNOPS system Synthesis of lessons learnt and best practices in Finance and reporting
  • Coordinate with colleagues and clients on areas requiring verification, corrections, and following up the additional information to improve the quality of output and/or account submission.
  • Support the  procurement officer for clarification and response to queries and observations by the auditors and local fund agent (LFA) related to the PUDR and ineligible expenditures   
  • Strong contributions to knowledge networks and communities of practice.
  • Perform any other relevant duties assigned by supervisor.

• Reconciliation of expenditures recorded in UNOPS system.
• Coordinate and inform to respective buyer to correct the GL transactions which are not properly recorded in UNOPS system

The incumbent is responsible to abide by security policies, administrative instructions, plans and procedures of the UN security Management System and that of UNOPS.

Final Product

All assigned tasks conducted accurately, efficiently and timely while ensuring compliance with best practices as well as UN and UNOPS policies, processes, procedures, regulations and rules.

a.      Education

• Completion of secondary education diploma or equivalent is required. Bachelor degree preferably in finance, accounting, business administration or related area would be an advantage and may substitute for some of the required years of experience.
• Certifications like ACCA, CPA will be an added advantage.

b.      Work Experience

• Minimum 6 years of experience in financial management and preferably with an international organization.
• Excellent reporting and analytical skills, with high degree of accuracy.
• Knowledge of UN rules and regulations will be an asset.
• Experience in the usage of computers and an office software package (MS Office 2010 and/or newer versions) is required.
• Previous successful involvement in a similar position with the UN system would be an asset.

• Knowledge of Agresso or similar ERP systems is an advantage.

c.       Language

• Intermediate level in English and Fluency in Myanmar language is required.

• Analysing Skills - Ability to make rational judgments for the available information and analysis and probe for further information or greater understanding of a problem and present with alternative options. Ability to review a variety of data, identify and adjust discrepancies
• Planning and organizing - Ability to establish priorities and to plan, coordinate and monitor own work plan to meet the deadlines.
• Self-reliant - Ability to act independently with a minimum of supervision. Specific assignments may be reviewed while in progress; however the majority is reviewed on completion. Routine duties are performed independently.
