Functional
Description
The Organizational
Development Lead will be an institutional development expert, with strong
experience in Security Sector Reform, preferably in the MENA region and will
have demonstrated experience in achieving ambitious targets in similar
capability and capacity building initiatives. She/he will have demonstrated
experience in advising on change management programmes. She/he will also have
experience in working with senior leaders on major strategic organisational
change programmes.
Her/his primary responsibility will be to
provide technical support to implement the programmes’s objectives. She/he will
support programme/project teams in integrating change management activities
into their programme/project plans. In addition she/he will oversee the
planning and effective delivery of the programme and associated projects
(change initiatives) resulting in measurable improvements, including changes to
policies and procedures, job roles and organization structures, systems and
methods, leadership styles and communication strategies.
She / He will
collaborate with international and local technical experts to design
appropriate strategies and programme/project activities. In addition, she/he
will consult and mentor the local technical experts to design and deliver
impactful change interventions in their respective functional areas and fulfil
the targeted institutional capability improvements, responsiveness-to-citizens
and enhanced governance objectives of this program.
She/He will be involved
in overseeing, supporting and reporting international and local technical
experts' day-to-day work in designing and delivering effective change
interventions in their respective functional areas to fulfill the targeted
institutional capability improvements, responsiveness-to-citizens and enhanced
governance objectives of this programme.
Furthermore, The
Organizational Development Lead will work with UNOPS Programme Coordinator to draft
and edit the programme’s periodical plans and progress reports, and regularly
communicate and co-ordinate with the Ministry of Interior’s Programme Manager
and all internal stakeholders across the institution, to maintain mutual consensus,
engagement and focus on the accomplishment of the programme’s objectives.
The Organizational
Development Lead will act as a coach and mentor for all the technical
consultants on the programme. She/he may also provide direct support and
coaching to the local consultants (external change agents) as they help their internal
counterparts and beneficiaries through their transitions. The Organizational
Development Lead will also support programme
and project teams in deploying and integrating a range of change levers and
interventions in their plans.

Roles and responsibilities
The Organizational Development Lead will be responsible to:
- Lead a multidisciplinary team of subject matter expertise
including security sector reform, legal, programme management, strategic
planning, corporate services, and communications.
- Leading
the assessment and treatment of programme risks
- Track
programme performance
- Develop
programme’s reports
- Ensure
the quality of technical outputs of team members
- Achievement
of all outputs, indicators and benefits
The Organizational Development Lead will support the programme's
technical consulting team to:
- Propose and facilitate structured change methodology
and effectively implement development activities
- Facilitate institutional, organizational and
individual adoption of the required adaptations and transitions
- Support the various, to-be-established Change
Management Task Forces
- Design, develop, deliver and manage internal and
external communications.
- achieve high quality of the programme's outputs and
outcomes
- Assess change readiness among the key stakeholders
and measure and report on changes in attitudes and behaviors
- Provide training, coaching and facilitation
- Design and lead seminars and workshops
- Report on progress, challenges and risks across all
work streams on a regular basis
