Associate Systems Analyst

1. Support the rendering of system analysis services:

• Assist in the determination of operational feasibility of changes by evaluating and analysing the problem definition, requirements, proposed solutions and solution development
• Document and validate changes and solutions by generating technical information, flowcharts, layout diagrams, charts, code comments and clear code
• Ensure technical compatibility and user satisfaction with functional and non-functional requirements of solutions
• Review, assess and document applications’ architecture and resolve high-level functional issues
• Support and participate in the implementation of new systems, including data migration

2. Follow the established operating procedures:

• Design and develop software solutions following the established software development lifecycle process
• Prepare and install solutions by determining and designing systems specifications and following standards
• Protect operations by keeping information confidential
• Develop training materials, operating and user manuals

3. Liaise with other functions, teams and offices

• Work closely with different teams of developers, testers, end users and other to assess information needs, systems flow, data usage, work processes, problem areas
• Collect, analyze and provide information on development and service issues  
• Assist with regular reporting on development activities and related statistics

4. Take active part in the definition and evolution of practices and procedures:

• Improve operations by conducting analysis and recommending changes in policies and procedures;
• Keep abreast of new technologies and developments in the field and determine potential impacts on the quality management of the systems;
• Perform other duties as required. 

Education

• Advanced University degree (Master’s degree or equivalent) in Information Systems / Information Technology, Computer Science or relevant field is required. A first level university degree with a combination of relevant academic qualifications and extensive experience in information technology may be accepted in lieu of the advanced university degree.

• A minimum of 2 years of progressively responsible professional experience in software development processes: analysis, design, coding, debugging/testing, problem solving, documentation and implementation.
• Significant practical experience with interactive systems and competent in the following technologies: C, C++, Java, .NET, ADO, HTML 5, JavaScript, Web services, SOAP, XML, ASP, JSP, SQL Server, XSLT, AJAX.
• In-depth understanding of ICT principles and industry standards and the implementation of these procedures in large heterogeneous environments.
• Experience in coordinating the design, implementation, operations and maintenance of complex information systems.

• Experience and skills in operational and software project management. ITIL Certified, PRINCE2 Practitioner or PMP certifications are desirable.

English and French are the working languages of the UN Secretariat. For this job opening, fluency in English (both oral and written) is required; knowledge of another UN official language is desirable.

• Strengthen UNOPS role in operationalizing the Sustainable Development Goals with particular emphasis on health, environment and economic development.
• Position UNOPS in the Balkan sub-region, the Caucasus and Central Asia.
• Strengthen the implementation of ECR global and regional programmes, with revitalized partnerships in infrastructure, procurement and project management.

ECR operates global portfolios from offices in Geneva, Brussels and New York, and country-specific programmes from its operations and project centres located in Eastern Europe and Central Asian countries.

Based in the New York, the UNOPS Development Group Cluster supports diverse partners with their peacebuilding, humanitarian and development operations. For example, within the United Nations Development Programme, the Cluster works with the Bureau for Policy and Programme Support and the Office of South-South Cooperation.

The cluster also supports the United Nations Secretariat, as well as a broadening community of other New York-based United Nations organizations in the delivery of project management and implementation services
