UNOPS provides operational support services to OPCW in Syria since 2014.

The incumbent is responsible to abide by security policies, administrative instructions, plans and procedures of the UN Security Management System and that of UNOPS.

Under the overall guidance of the Chief Security Officer (CSO), the Field Safety Adviser (FSA) assists in the implementation of all matters relating to the management of safety and security of OPCW Mission in Syria (OMS) personnel and operations at the duty station. Depending on the needs of the security unit, as determined by the CSO, the FSA may be required to carry out any of the duties below:

• Assist in collecting, updating and communicating information regarding the security situation in Syria and Lebanon within the respective Area of Responsibility (AOR).
• Liaise and coordinate with host government security authorities, as well as other military actors in the field as necessary to ensure security coordination during missions and escorts arranged.
• Conduct route reconnaissance missions to specific locations in support of future Road Convoys.
• Brief the OMS Team on the security measures and contingencies and attend the joint team debrief
• Assist and brief the OPCW Office for Confidentiality and Security Team and Head Operations and Administrative Branch in updating their information regarding the security situation in Syria and Lebanon and how it affects OPCW team deployments to sites of interest
• Act as security team leader for OMS convoys to / from field trips and establish security perimeter inside the sites
• Prepare Security Risk Assessment and Concept of Operations (SRA-CONOPS) for each field mission
• Submit an After Action Report to the CSO/DCSO upon completion of missions
• Assist in preparing and submitting other relevant security policy documents as and when requested
• Assist in developing OMS Security Plan and relevant Standard Operational Procedures (SOPs)
• Conduct security briefings as and when required
• Conduct Facility Safety and Security Survey (FSSS) for OMS occupied Facilities
• Assure that implemented access control measures and staff tracking at the primary OMS office location and duty station are operational and accurate
• Assist in developing daily and weekly reports
• Liaise closely with other Agency Security Officers, DSS Syria and Lebanon
• Maintain an accurate daily staff list to be sent to the desk and DSS Radio Room
• Oversee and conduct all required radio checks
• Maintain / Update Operational Maps
• Manage Local Security Assistants and oversee their performance
• Draft timely security advisories based on security situation
• Conduct security investigations upon instruction of the CSO
• Implement all aspects of security management, crisis readiness and preparedness at the duty station
• Provide assistance during security related incidents and accidents involving OMS staff under the guidance of the CSO
• Track on-going missions and relay regular updates to management
• Maintain log of all missions conducted by OMS
• Establish and manage a fully functional warden system as per the guidelines outlined in UNSMS;
• Participate in the SMT and Security Cell;
• Prepare security advisories for OPCW/UNOPS personnel in Syria based on the analysis of emerging trends.
• Assist the Security Cell and the UNDSS Chief Security Adviser in developing and implementing UN security management policies as well as advisories;
• Monitor all relevant political and security developments and provide analysis of the situation when needed;
• Provide training and advice UNOPS/ OPCW personnel on security matters, as well as determining and recommending the need for such resources
• Follow up on arrests and detentions of OPCW/UNOPS personnel;
• Coordinate a 24-hour response to all security related incidents involving OPCW/UNOPS personnel;
• Ensure that the required security training is provided to personnel;
• Deputies for the CSO during his/her absence,
• Perform other duties as assigned by the CSO.

• At least 7 years of directly relevant demonstrated experience and exposure in the international security arena dealing with security-related issues.
• Previous work experience from the United Nations is an advantage
• Experience in Hardship/ High Risk environment is required
• Excellent communication skills both oral and written
