The New York Portfolios Office (NYPO) supports the United Nations Secretariat, as well as other New York-based United Nations organizations, bilateral and multilateral partners in the delivery of UNOPS mandate in project management, infrastructure management, and procurement management.

Sustainable Development Cluster (SDC) supports diverse partners with their peacebuilding, humanitarian and development operations. It was formed by combining the following portfolios: Grants Management Services (GMS), UN Technology Support Services (UNTSS), Development and Special Initiatives Portfolio (DSIP) It provides Services to partners' programmes that are designed, structured, and managed with a global perspective and primarily serving partners that are headquartered in New York.  The SDC has a footprint of approximately 125 countries.

UNOPS is an implementing partner of the United Nations Office of Counter-Terrorism for the Programme Office on Parliamentary Engagement in Preventing and Countering Terrorism.

The Office of Counter-Terrorism (OCT) was established by the General Assembly in June 2017. The Office has five main functions: (a) provide leadership on the General Assembly counter-terrorism mandates across the United Nations System; (b) enhance coordination and coherence across the United Nations Global Counter-Terrorism Coordination Compact Task Force entities to ensure the balanced implementation of the four pillars of the United Nations Counter-Terrorism Strategy; (c) strengthen the delivery of United Nations counter-terrorism capacity-building assistance to Member States; (d) improve visibility, advocacy and resource mobilization for United Nations counter-terrorism efforts; and (e) ensure that due priority is given to counter-terrorism across the United Nations System and that the important work on preventing violent extremism is firmly rooted in the Strategy.

The UNOCT Programme Office on Parliamentary Engagement in Preventing and Countering Terrorism, based in Doha, State of Qatar, aims to strengthen the parliamentary contribution to international efforts against terrorism and violent extremism. It seeks to promote a whole-of-society approach to terrorism and addressing conditions conducive to terrorism and support parliamentarians in facilitating the implementation of international obligations and instruments related to terrorism, including the United Nations Global Counter-Terrorism Strategy and relevant resolutions of the United Nations General Assembly and Security Council. The office operates through the following three functions: conducting research, analysis and normative work in support of counter terrorism and prevention of violent extremism; providing technical assistance and provision of consultative services; and promoting and facilitating collaboration and coordination among parliamentary assemblies, as well as national parliaments on countering terrorism and preventing violent extremism.

This position is located in the UNOCT Programme Office in Doha, the State of Qatar, established in support of the UNOCT “Programme on Parliamentary Engagement in Preventing and Countering Terrorism”. 

Under the overall guidance of the UNOCT Office in UN Headquarters and Chief of the UNOCT Programme Office in Doha, this position will support the implementation of its programme of activities. 

The incumbent of this position will be a personnel of UNOPS under its full responsibility.


Purpose and Scope of Assignment

Under the supervision of the Project Manager, the incumbent of the post will be engaged in the overall implementation of the work plan of the Programme Office. The incumbent of the post will be responsible for the following specific tasks:

  • Contribute to the planning of the projects as well as the smooth implementation of the projects by actively engaging in supporting project services including recruitment, procurement, organization of conferences, travels and financial management.
  • Elaborate proposals, engagement processes and agreements ensuring administrative and financial aspects are in line with corporate policies and guidelines.
  • Contribute to the preparation of f budgets ensuring they follow corporate policies and established in the ERP with sound budgetary structures that contribute to financial monitoring and reporting.
  • Prepare monthly cash flow forecasts ensuring the projections are in line with approved budgets, contractual commitments and that cost estimates are reasonable.
  • Contribute to the monitoring of project expenditures against approved resources and ensure timely adjustments and corrections of over-expenditures and wrongly booked charges.
  • Contribute to the development of risk assessment and mitigation measures with input from the project team, and contribute risks management procedures are followed.
  • Prepare submissions for compliance, oversight and other risks mechanisms reports and data.
  • Actively engage in the project monitoring and evaluation, using established performance monitoring tools, cross cutting themes (capacity building, environment, gender equality), preparing draft reports on the results, and assisting to develop follow up actions if applicable.
  • Elaborate reports and collate  information for quarterly business review processes, year-end closure and projects closure in collaboration with project managers.
  • Collaborate with the project managers in the review of the status of workplans, activity plans, implementation and aggregate reports regularly prepared on activities, outputs and outcomes.
  • Contribute to the procurement activities of the portfolio, from preparation of procurement plans, terms of references, bidding process, request for awards to signature of contracts and orders.
  • Implementation of the different steps of the procurement processes, including Pre-Purchasing: Strategy and Planning; Requirements Definition; Sourcing; Purchasing: Solicitation; Management of Submissions; Evaluation; Review and Award; Post Purchasing: Contract finalization and issuance; Logistics; and Contract Management.
  • Implementation of proper monitoring and control of procurement processes including organization of RFQ, ITB or RFP, receipt of quotations, bids or proposals, their evaluation, negotiation of certain conditions of contracts in full compliance with UNOPS rules and regulation. 
  • Participate in the preparation and review of implementation contracts providing comments on administrative, financial and audit aspects in line with corporate policies and guidelines Support in the human resources activities of the portfolio, such as preparation of terms of references, taking interviews minutes, preparation of personnel and recruitment plans.
  • Ensure the facilitation of information sharing and transfer of knowledge, document lessons learned and beneficiary surveys.
  • Maintain the archive of project documentation and ensure access to institutional memory and technical information on related components of the project.
  • Elaborate  final report drafts detailing outputs and impact of the projects.
  • Collaborate with  the Project Manager and the Programme team in any other matter as required.

Monitoring and Progress Controls

  • Timely delivery of outputs as outlined in the Terms of Reference. Regular bilateral meetings with the supervisor and weekly coordination team meetings with the Head of the Programme Office in UNOCT.

a. Education

  • Advanced university degree (Master’s degree or equivalent) preferably in law, political science, international relations, management, economics or related fields.
  • A Bachelor's degree with additional two years of experience may be accepted in lieu of the Master's requirement.
b. Work Experience

Required:

  • A minimum of two (2) years of progressively responsible experience in project or programme management and/or support, administration, analysis or related field is required.

Desirable: (The following experience is optional. Candidates who do not have it are welcome to apply)

  • Experience working on issues related to counter-terrorism or prevention of violent extremism is desirable.
  • Work experience within the United Nations system or a similar international organization is desirable.
  • Experience in proposal writing, projects monitoring and evaluation, and donor liaising is desirable.

c. Language

  • Fluency in English is required. 
  • Knowledge of French or other UN working language is desired.
