Background Information:

The United Nations Office for Project Services (UNOPS) is an operational arm of the United Nations, supporting the successful implementation of its partners' peacebuilding, humanitarian and development projects around the world.  UNOPS supports partners to build a better future by providing services that increase the efficiency, effectiveness and sustainability of peace building, humanitarian and development projects.  Mandated as a central resource of the United Nations, UNOPS provides sustainable project management, procurement and infrastructure services to a wide range of governments, donors and United Nations organizations.  

Background Information - Kenya Multi Country Office:

Located in Nairobi, Kenya, the Kenya Multi-Country Office manages a growing portfolio of engagements. The KEMC sub-region currently consists of an established Multi-Country Office in Nairobi/Kenya which manages a portfolio of engagements in multiple countries in East and South Africa, including Tanzania Mainland, the Islands of Zanzibar where UNOPS is physically present. The current portfolio includes projects funded by the Foreign Ministry of the Government of the Sultanate of Oman to construct a health center, rehabilitation of the Bargash House, and an education institute on the island of Zanzibar. Other projects funded by KOICA include the construction of secondary school laboratories and rehabilitating three agro-processing centers in Morogoro, Zanzibar, and Dar Es Salaam.

Background Information - Project Information:

UNOPS is currently executing projects in Zanzibar, Tanzania, with funds from the Foreign Ministry of the government of the Sultanate of Oman. One of these projects is the construction of the Istiqama Education College in Zanzibar. It is an education institute that accepts students from around the Zanzibar Islands. It’s known for helping students become independent and promoting social, economic, and cultural integration within Zanzibar society. This project directly contributes to Sustainable Development Goal 4: “Ensuring inclusive and equitable quality education and promoting lifelong learning opportunities for all.” This project aligns and contributes to implementing the Zanzibar Development Plan (ZADEP) 2021-2026 by aiming to increase the proportion of teachers qualified in science or technology, engineering, and mathematics.

The Zanzibar Development Vision (ZDV 2050) sets a strategic direction for Zanzibar’s education sector: To transform the education system to support quality inclusive education and training programs to build the human capital that serves economic and social development needs. This vision plays a crucial role in guiding our projects and ensuring they align with the long-term goals of the education sector. The Zanzibar Education Policy of 2006 outlines the framework for education in Zanzibar by emphasizing equitable access to quality education, focusing on making education more relevant to the needs of the labor market. 

The Associate Construction Management Engineer will support the site foreman to manage the contractor, linking technical supervision of the works, quality, and timing with contract management to ensure correct and transparent payment processes related to fulfilling their obligations.

Job-Specific Information:

Under the overall supervision of the Project Manager, the incumbent will be responsible for the day-to-day monitoring/management of on-site construction as listed below:

  • Support the Project Manager in the planning and coordination of project activities.
  • Contribute to taking timely action to prevent potential delays and cost overruns that the contractors can avoid.
  • Provide guidance on-timely project delivery.
  • Monitor contractor presence on the project site, including Bill of Quantities (BoQ) as per the approved contract.
  • Support the Project Manager in supervision of construction works and administer works execution as per the contractual provisions and the design specifications.
  • Verify that project activities are consistent with the project's technical specifications and inform the Project Manager promptly of any eventual deviations.
  • Contribute to regular supervision of the project work progress and quality for on-time delivery.
  • Prepare project process reports.
  • Provide support and guidance to the contractor and assist in resolving site problems as necessary.
  • Assesses the work activities of contractor/s, measures completed work, and makes recommendations to the Project Manager for progress and interim payments to contractors.
  • Oversee quality control and health and safety matters on site and ensure that behavioral expectations are met and are in compliance with COVID-19 pandemic guidelines
