1. Lead
and manage the e-Procurement programme ensuring the successful designing,
planning, launch, implementation and roll-out a number of solutions and
projects; building a complete e-Procurement system that will improve the
effectiveness and efficiency of procurement, supply chain and contracts
management processes. The function includes:

Systems design and project

identify opportunities to
optimize and automate procurement, supply chain and contract management
processes

develop functional
specifications/requirements for the IT solutions within the e-Procurement
project
o
source and purchase an
optimal e-Procurement solution based on the requirements

test the selected system

Lead the system
implementation and roll-out:

Ensure structure and progress
in evaluating, justifying, defining, planning, tracking, executing and reporting
on projects, including the ERP project

Ensure coordination between
the various projects
o
Ensure the necessary
standards, quality and consistency across the work steams

Proactively coordinate
programme with SIPG, SPMPG, CPMG, LPG, etc.

Proactively coordinate with
external partners and vendors

2. Lead the implementation and deployment
of a new UN Web Buy e-commerce platform;
ensure the successful implement aimed at increasing UNOPS procurement
outreach to partners etc., and increasing revenue. The function includes:

Project planning:

Develop functional
specifications/requirements for the IT solutions within the e-Procurement
project

Source and purchase an
optimal e-commerce solution based on the requirements

3. Lead
and manage procurement analytics at SPPG. The functions includes:
·
Develop a procurement
analytics programme:
o
Ensure correct and on-time
reporting of procurement information, KPI etc.
o
Develop new procedure for
at-the-source data cleaning etc.
o
Develop requirements for
management workspace
·
Design & ensures spend
analyses, procurement risk analysis, data mining etc. are performed to support
decision-making
·
Ensure the development of
commodity strategies for key commodities and other tasks related to
procurement analytics
·
Manage the compilation of
annual data/statistics from UN agencies to produce the Annual Statistical
Report (ASR).
4. Lead and manage the production of the UN Annual Statistical report (ASR).
The functions include:
·
Prepare for, and ensuring the
collection of procurement data from the UN system to ensure timely and
correct data, including:
o
Continuously develop new
procedure for data collection
o
Coordinate with ICT on developing
new tool and methodology
o
coordinate and collaborate
with all agencies on the new procedure (30 agencies)
o
create new methodology for
more efficient data collection in future ASRs.
·
Analyze the procurement data
for the ASR, including preparation of tables, content etc.
·
Continuously develop new
reports etc. to be included in the ASR
·
Continuously improve the ASR
to reflect the importance of this flagship publication
·
Conduct an assessment on the
standardization of procurement data across the UN system
o

5. SPPG ICT & systems specialist (internal/external), including:
·
Interface with ICT for
various IT procurement systems (including Web Buy, e-Procurement and ERP
implementation/upgrade), including:

Participating in finalizing
the ERP RFP Tender, assisting in contracts negotiation etc.
·
Ensuring the integration of
SPPG procurement systems with the implementation of the new ERP, including:
o
Supplying the ERP team with
the necessary requirements, specifications, and testing etc. including:
o
Cross functional management
and coordination of requirements, resource etc. between the ERP and the
E-procurement project/team
o
Coordinate with external
partners on necessary specifications etc. from new ERP to facilitate seamless
integration between ERP and E-procurement etc.
·
Liaising with other UN agency
focal points regarding their e-Procurement solutions to share on experience
and lessons learned
·
Provide technical input on
tenders regarding electronic solutions and products.
6. Focal point for procurement regarding pricing structures within SPPG for
transactional services. Conduct assessment of the procurement activity to
determine the cost of the procurement process. Benchmarking existing process
to determine best practice implementation as integral part of e-procurement.
7. Master Data Management (MDM). Responsible for ensuring UNOPS wide (as an
integral part of the e-procurement programme etc.) implementation of MDM to increase and maintain good procurement
data quality to facilitate correct reporting etc.
8.
Lead and manage the Procurement Systems & Analytics team, providing leadership and acts as mentors to individual team
members, ensuring the team meets set goals and objectives, and as such will
be accountable for the successful implementation of the defined programmes
and projects. The functions includes:

Responsible for defining,
implementing and overseeing tools, methodology, standards and quality by
which all projects and tasks will be executed, including:
o
Providing common planning and
reporting processes
o
Bring structure and support
to evaluating, justifying, defining, planning, tracking, executing and
reporting on programmes and projects
o
Work in close cooperation
with other areas of the organization

The team manager is an
integral part of the management team within SPPG operations, and as such will
participate in:
