The UNOPS Peace and Security Cluster (PSC) is a principal service provider in the field of mine action with the United Nations Mine Action Service (UNMAS), UNDP, UNICEF, Governments of mine-affected countries and other mine action partners. The Cluster is responsible to administer, provide support and oversight of the day-to-day management of the Project Field offices, both according to the client requirements and in line with UNOPS rules and regulations.

It is headed by the Cluster Director who has the overall authority and accountability for the performance of the Peace and Security Cluster on behalf of its clients.

Background Information - Mali Programme

There is a problem of weapons and explosive contamination in Mali, following historical and recent conflict. There is clear evidence of the presence of landmines, unexploded ordnance (UXO), improvised explosive devices (IED) and insecure stockpiles of weapons and ammunition (abandoned or neglected). There were more than 130 recorded victims of UXO since 2012.

The United Nations Multidimensional Integrated Stabilization Mission in Mali (MINUSMA) was established under Security Council Resolution 2100 and the mandate further developed under resolution 2164 and 2227. In accordance with these mandates, the United Nations Mine Action Service (UNMAS) has engaged UNOPS to implement a mine action programme in Mali.

The UNMAS-UNOPS mine action programme is seeking to:

• Reduce the explosive threat to AFISMA/MINUSMA and United Nations personnel;
• Enhance national capacity to mitigate explosive threats;
• Improve the protection of civilians.

Under the supervision of the Project Manager for UNMAS support to MINUSMA, the IED Threat and Risk Specialist will act as the IED and Explosive Threats and Risks knowledge-management focal point for the project and  will be responsible for the following functions: 

• Provide Explosive Threats and Risks analytical support to the UNMAS Mali program;
• Conduct comprehensive research on IED threats and risks in Mali, working independently or as part of a larger analytical effort;
• Assist the UNMAS project Manager (support to MINUSMA) in developing analytical strategies;
• Produce finished operational and strategic analytic products in the topic area of IED mitigation;
• Integrate IED technical intelligence with traditional all source analysis;
• Evaluate information reporting and sources;
• Prioritize the timely delivery of intelligence support products;
• Provide expert all-source research, analysis, and intelligence analytical products;
• Track all tasks and ad hoc products to completion and provide quality control on all products prior to delivery;
• Production and dissemination of analytic products to a diverse community and customer set Prepare and present intelligence briefings and presentations;
• Ensure the integrity of UNMAS IED databases.
• Design and monitor Lessons Learned Management tools;
• Identify continuous improvements and lessons learned.
• Develop methodology for the collection and analysis of information;
• Develop analytical tools to process information, identify patterns in tactics, procedures, materials, etc. and transform data into practical products which will assist programme and mission decision-making;
• Present the conclusions of analysis as required;
• Perform other related duties as required.
