Background Information – Amman

The UNOPS Hub in Amman implements projects in Jordan, Lebanon, Iraq, Syria, Turkey, and Yemen, in partnership with bilateral donors, national governments, and other UN agencies.  With an established presence across the region, the office runs operations including large-scale procurement, project development, and technical management, and provides financial, human resources, and infrastructure-related services. The functional objective of UNOPS Hub in Amman is to deliver its projects in an efficient and effective manner and in line with the principles, rules and regulations of UNOPS, in order to support the response to the current needs and national priorities in the region.

The incumbent is responsible to abide by security policies, administrative instructions, plans and procedures of the UN Security Management System and that of UNOPS.

Under the guidance and direct supervision of the Project Manager , the Reporting Liaison Officer will be responsible for performing the following duties:

Functional Responsibilities

• Develop appropriate reporting formats to meet all reporting requirements of the Project.
• Coordinate inputs to and draft reports related to project activities.
• Establish a reporting schedule and ensure the timely submission of reports as identified.
• Coordinate the finalization of donor reporting with the Partnerships Unit in UNOPS Hub in Amman.
• Liaise with Partnerships Unit in the UNOPS Hub in Amman regarding the dissemination of reports and the accuracy of information included in visibility materials and publications.
• Provide quality assurance, including data verification, on all reports and information products produced by the project by editing and consolidating all reports prepared by the project
• Support the Project Manager in the collection and transcribing of relevant data during field and/or office visits and meetings.
• Alert the Project Manager on project related issues which may affect the project in terms of reporting.
• Liaise with other sections of Amman Hub, such as finance and procurement, to obtain the necessary information and ensure the quality and accuracy of data that is being reported.
• Meet regularly with the project team to receive information and provide feedback. The exact frequency will be determined by the UNOPS Project Manager and may vary depending on the status of the project and availability of the Project members.
• Draft briefing notes, talking points and other correspondence related to the project and meetings held.
• Establish and maintains effective relationships with stakeholders and undertake the necessary coordination to ensure the project’s smooth implementation.
• Serve as the secretariat of the Steering Committee, and be responsible for organizing the meetings, keeping record of the meetings, and ensuring that follow-up actions are completed.
• Serve as a liason with the project donor for coordination of meetings, feedback and progress updates, ensuring the support to the project manager in managing the relationship with the donor.
• Conduct other duties as required by the Project Manager.

The incumbent will also have a secondary reporting line to the Hub’s partnership Advisor where She/ he will be responsible for:

• Leading the preparation of new engagements with Japan
• Overseeing the reporting of all Japanese funded projects
• Partcipate in donor meetings and ensure related follow up
• Serve as the Liaison for engagements with the Government of Japan 

• Advanced University Degree in political affairs, international relations, communications, journalism, public relations, development studies or related fields is required.  
• Relevant Bachelor Degree in related studies, combined with at least two years of relevant experience may be accepted in lieu of the education requirements outlined above.

• At least 5 years of progressively responsible cumulative experience in coordination, reporting and donor relations is required.
• Familiarity and good knowledge of social, political and economical conditions in the country and region.
• Experience working in the Middle East Region is required.
• Ability to establish and maintain effective professional relationships with a wide variety of government, UN and NGO stakeholders.
• Programme and project management experience is an asset. 
• PRINCE 2 foundation is desired.
• Practical experience working with the United Nations agencies and/or political missions in the current Middle East context is desired.
• Demostrated experience of managing relationship with Government of Japan and or its affliated entities is desired.
• Computer literate, in particular MS Word, Excel and PowerPoint.
