Network Consultant

Based in Geneva, the Europe and Central Asia Regional Office (ECR) supports UNOPS offices throughout the region through: management, financial and programmatic oversight of global and country-specific portfolios, clusters and operations centres, including hosting services; fund and management advisory services; project implementation; procuring goods and services; and managing human resources.

ECR ensures that projects are executed to the highest standards, providing a shared knowledge base and ensuring that best practices and lessons learned are disseminated between business units and projects across the entire region.

 ECR strategy is to:

• Strengthen UNOPS role in operationalizing the Sustainable Development Goals with particular emphasis on health, environment and economic development.
• Position UNOPS in the Balkan sub-region, the Caucasus and Central Asia.
• Strengthen the implementation of ECR global and regional programmes, with revitalized partnerships in infrastructure, procurement and project management.

ECR operates global portfolios from offices in Geneva, Brussels and New York, and country-specific programmes from its operations and project centres located in Eastern Europe and Central Asian countries.

1. General Background 

The Climate Technology Centre and Network (CTCN) is co-hosted by the UN Environment Programme and UNIDO, and is considered to be part of the UN Framework Commission on Climate Change Technology Mechanism. The mission of the CTCN is to stimulate technology cooperation and to enhance the development and transfer of climate technologies to developing countries. The CTCN assists developing country Parties at their request, building or strengthening their capacity to prepare and implement climate technology projects that span the technology transfer continuum. The CTCN supports public and private sector action on mitigation and adaptation, enhancing low-carbon and climate-resilient development in a manner consistent with the capabilities and priorities of recipient countries. Among its key services, the Centre provides tailored technology solutions, capacity building and knowledge sharing. As part of its knowledge creation and sharing services, the CTCN seeks to maintain an intranet for information sharing as well as a public facing web portal that provides information on the CTCN's technology services and makes accessible thousands of technology descriptions, publications, webinars, etc to those engage in climate change action and decision making around the world.  A consultant is therefore sought to provide support for the maintenance of the CTCN's knowledge management system and M&E needs. 

2. Purpose and Scope of Assignment 

The result of the consultant’s services will be the support for an active and engaged Network, a vibrant and well-functioning online capacity building program, and the assistance with technical assistance activities.

The selected consultant shall carry out the following activities:

• Support Climate Technology Network membership and engagement

• Assist in utilization of the CTCN online meeting and training system, including online capacity building

• Provide support to technical assistance and/or knowledge sharing activities

• Collaborate with a cross-organizational, multi-country team, to share information, plan and implement the above activities  

 Education

Advanced university degree (Master’s Degree or equivalent) in environmental studies/law, engineering, international development, sustainable development, or other relevant field.

Work Experience

• Minimum 2 years’ experience related to environmental, climate change, technology or sustainability knowledge work and/or content writing

• Experience/Familiarity with the UN Framework Convention on Climate Change and its bodies

• Experience in developing country climate change needs

• Experience in reporting on organizational or program impacts considered an asset

• Experience working in an international organization will be considered an asset
