Purpose and Scope of Assignment
As part of the World Bank’s requirements set out in the Environmental and Social Framework (ESF), E&S instruments are currently developed to mitigate E&S risks and impacts of the Project. In addition, UNOPS’ HSSE stipulates a series of compliance issues specifically in regards to infrastructure activities.
UNOPS is looking for the services of a highly skilled Health, Safety, Social and Environmental Senior Analyst - Occupational Health & Safety Analyst to support the Infrastructure Team in its tasks. The analyst will be required to work out of the UNOPS Office in Pemba, with frequent travel to the Project activity sites in Northern Mozambique.
The HSSE Analyst - Occupational Health & Safety will be operating as part of the team managing and implementing the infrastructure related components of the Project.
The HSSE Analyst - Occupational Health & Safety is responsible for all aspects of health, safety and environment during the project life cycle. S/he must be able to apply with/out direction, the duties and responsibilities of the project success criteria.
The HSSE Analyst - Occupational Health & Safety will work under the guidance and supervision of and report to the respective Manager of Component 3 to implement and monitor all aspects of health, safety and environment during the procurement, design development and execution phases of the project.
Responsibilities
- Contribute to all HSSE aspects during the design development of infrastructure components of the Project;
- Oversee, monitor and report on environmental and social screening processes of site-specific activities as conducted by contractors and other public bodies carrying out physical construction works;
- Ensure that World Bank’s ESF and UNOPS HSSE policies and procedures are addressed and implemented through the Project’s E&S instruments;
- Initiate and oversee the implementation of HSSE correction measures required of and by design development consultants, contractors and public bodies responsible for the delivery of the infrastructure components of the Project;
- Ensure that appropriate HSSE mitigation measures are proposed and met;
- Conduct supervision and monitoring visits to all physical construction sites;
- Assist in developing and delivering a series of spot checks to ensure mitigation measures are properly implemented in line with the E&S Instruments;
- Compile checkpoint and highlight reports on E&S risks, impacts, and mitigation measures, as per the requirements of the POM;
- Identify challenges, opportunities, priorities and needs for the implementation of the E&S Instruments;
- Oversee the HSSE components of design consultancy works and review and assess products/services provided by consultants and experts counterparts and notify/advise the Project Manager on quality, and recommend appropriate actions to be taken for improvement as per the POM;
- Coordinate with the Environmental Authorities with regard to the development of any required E(S)IA documentation by infrastructure design consultants;
- Assist in the approval of design consultant submitted E(S)IA components of designs for infrastructure through the Environmental Authorities;
- Advice on administrative measures and actions required to ensure the compliance with requirements set in the POM and E&S Instruments prior to the validation and implementation of any site-specific activities;
- Prepare HSSE components of Stage and Highlight reports for issue to the project stakeholders with a special view to capturing lessons learned and best practices for improving the performance of the Project and maintaining E&S/HSSE standards;
- Undertake monitoring and evaluation missions, as required by the E&S Instruments, to ensure capturing of all risks and impacts, as well as ensure that mitigation measures are implemented;
- Develop and deliver development and training programmes for UNOPS personnel and design consultant, contractor and public bodies focal points, including on Health, Safety and Environment Risk Assessments within the area of operation;
- Maintain up-to-date instructions and training for personnel on implementation of the E&S Instruments, including required precautions, comprehensive listing of emergency supplies, and guidance on action taken during emergencies, including natural disasters and political crises
Impact of Results
- All project activities are successfully supervised and monitored against the Project’s E&S Instruments, including understanding of the risks and impacts and implementation of mitigation measures;
- Successful corrective measures are undertaken by UNOPS and all project partners where mitigation measures have failed;
- All reporting is developed with appropriate levels of quality and delivered as defined in the POM;
- Staff capacity and that of all project partners in regard to HSSE is improved
