Senior Programme Manager (Maritime Expert)

General Background

It was formed by combining the following portfolios: Grants Management Services (GMS), UN Technology Support Services (UNTSS), Development and Special Initiatives Portfolio (DSIP) It provides Services to partners' programmes that are designed, structured, and managed with a global perspective and primarily serving partners that are headquartered in New York. The SDC has a footprint of approximately 125 countries. 

UNOPS has signed an agreement with the United Nations Office of Counter Terrorism (UNOCT) to implement the project activities for UNOCT Special Projects and Innovation Branch (SPIB).   

The United Nations Countering Terrorist Travel Programme (CTTP) is an initiative of the United Nations Office of Counter-Terrorism (UNOCT) and is implemented through an ‘All-of-UN’ approach in partnership with the Counter-Terrorism Committee Executive Directorate (CTED), the International Civil Aviation Organisation (ICAO), the United Nations Office of Information and Communication Technology (OICT), the United Nations Office on Drugs and Crime (UNODC) and the International Criminal Police Organisation (INTERPOL). 

The CTTP seeks to assist Member States to build their capacities to prevent, detect, investigate and prosecute terrorist offences and other serious crimes, including their related travel, by collecting and analysing passenger data, both API and PNR, making better use of existing international databases and enhancing information exchange, in accordance with Security Council resolution 2178 (2014), 2396 (2017), 2482 (2019), ICAO Annex 9 SARPs and other international law obligations. 

The Programme was launched on 7 May 2019 in New York in the presence of the United Nations Secretary-General, following the transfer of an analytical software system to the United Nations Office of Counter Terrorism by the Government of the Netherlands at the margins of the High-Level Segment of the 73rd Session of the General Assembly, on 26 September 2018. 

Since the launch, CTTP has been supporting Member States using the following methodology. After determining a State’s existing level of implementation, the Programme produces a “roadmap” for the Member State that identifies subsequent steps for implementation across four pillars:

1. Pillar I involves the provision of legislative assistance to establish a legal framework or update existing legislation governing the Passenger Information Unit (PIU). 
2. Pillar II involves institutional set-up of Passenger Information Units (PIU) and capacity-building support, including training, drafting standard operating procedures, and sharing expertise among countries on the use of travel data to stem the flow of FTFs and serious criminals. 
3. Pillar III involves supporting beneficiary member states in setting up carrier engagement and connectivity, by actively coordinating with the carriers in beneficiary countries. 
4. Pillar IV involves the provision of technical support and expertise, in the deployment, installation, enhancement and maintenance support of ‘goTravel’, the UN configured version of the system donated by the Kingdom of Netherlands, as an effective software solution for countries to collect and process API/PNR data.

The incumbent of this position will be a personnel of UNOPS under its full responsibility. 

Purpose and Scope of Assignment 

Under the supervision of the Senior Portfolio Manager, the Programme Management Specialist (Maritime Expert) will  perform the following responsibilities:

• To advise the CTTP when working directly with beneficiary Member States in supporting them in collecting maritime passenger and crew, and voyage related data. 
• Provide support to the CTTP partner in charge of Pillar 1 in adapting legal provisions for the collection of traveler data from maritime operators in line with the existing standards and requirements based on the Facilitation Convention from the International Maritime Organization (IMO). 
• Work with colleagues in Pillar 2 to develop risk indicators and analysis models specifically adapted to the maritime domain and develop specific awareness and training material for PIU in handling maritime information (including maritime situational awareness elements). Develop operational models suited to Member States’ capabilities to allow appropriate action to be taken by front line officers at ports and elsewhere.
•  Liaise with IMO, the World Customs Organization (WCO) and other relevant international organizations to support the engagement of maritime industry stakeholders in the implementation of the CTTP in Member States. 
• Assist the CTTP Programme in collecting best practices and contribute to the development of international standards and best practices, in particular in liaising closely with IMO and WCO working groups. 
• To provide expertise and substantive support to the OICT team in following-up the recommendations on how to incorporate a maritime module within the goTravel system that is capable of ingesting maritime passenger, crew and voyage data and analyzing it alongside API/PNR data provided by airlines.

Monitoring and Progress Controls:

The consultant will deliver the following outputs/products by the completion of the contract:

• Support beneficiary Member States in engaging with maritime vessels, their agents and operators and with port authorities in collecting maritime data and in connecting to the goTravel system.
• Provide operational expertise to facilitate the expansion of the Programme to maritime based on the operational needs of a PIU
• Advise on the design and development of the UN goTravel maritime module to enable a fully functional maritime targeting and watchlisting functionality for all vessels and to enable the ingest of data from all maritime sectors and to lead on the implementation of this in industry and government partners.

Education 

• Advanced university degree (Masters or equivalent) in relevant fields to the position
   is required, or
• A first-level university degree in combination with two (2) additional years of qualifying experience may be accepted in lieu of the advanced university degree, or
• Technical certificates in military, security or law enforcement with nine (9) additional years of qualifying experience may be accepted in lieu of the advanced university degree. 

• A minimum of ten (10) years of work experience in the maritime industry, with a focus on security, law enforcement, or crime prevention at the national or international level or related fields is required. 
• Work experience with passenger data is required. 

• Proven experience in the analysis of information collected through different sources, drafting policy papers and action-oriented recommendations is an advantage.

Language

• Fluency in English (write, read, speak) is required.

3. Contract duration: Open-ended, subject to organizational requirements, availability of funds and satisfactory performance.  This contract has an expected duration up to 31 October 2023, if the services are no longer required by the project the contract will be terminated.
