The New York Portfolios Office (NYPO) supports the United Nations Secretariat, as well as other New York-based United Nations organizations, bilateral and multilateral partners in the delivery of UNOPS mandate in project management, infrastructure management, and procurement management.
The Sustainable Development Cluster (SDC) supports diverse partners with their peacebuilding, humanitarian, and development operations. It was formed by combining the following portfolios: Grants Management Services (GMS), UN Technology Support Services (UNTSS), Development and Special Initiatives Portfolio (DSIP) It provides Services to partners' programmes that are designed, structured, and managed with a global perspective and primarily serving partners that are headquartered in New York. Under the overall administrative supervision of UNOPS Senior Programme Manager or designated person, the ICT Senior Manager – Web Services will be responsible for managing the Web Services Engineering team, leading enterprise web application engineering projects, designing and implementing highly available and redundant enterprise systems across multiple data centres, overseeing the management of critical web services infrastructure, platform hosting and operations, undertaking major platform architecture and technology framework upgrades and updates, working with clients to facilitate new solutions, undertaking programme evaluations, and providing senior management with updates on a regular basis.
The ICT Senior Manager – Web Services is effectively responsible for activities listed under the following areas:

Resource, Administration, and Programme Management
- Align the goals of the web services team to partner's vision of shared web hosting services;
- Manage teams responsible for hosting critical web services, web applications, content management and collaboration systems; prepare work plans for team members in accordance to the overall vision of partner; guide and mentor staff members; evaluate performance of team members, and providing guidance and feedback;
- Plan and manage projects for new services and major system upgrades; Communicate changes to stakeholders including clients and management;
- Ensure there is minimal service interruption when upgrading systems;
- Undertake programme evaluations for Web Services, as requested by management, to evaluate system deliverables, including but not limited to performance, availability, security, business continuity, cost, and benefits;
- Prepare Standard Operating Procedures for services managed by the Web Services Team; Ensure the web services team adheres to Organization IT Standards and Policies;
- Define escalation process for Web Services with Incident Response teams and the Service Desk;
- Review business requirements for client departments and analyze, design, develop and implement solutions to support the critical business requirements of client offices. Review Service Level Agreements (SLA's) to ensure client deliverables, as well as, roles and responsibilities are clearly defined;
- Prepare and submit budget requirements for web services, including, budgeting for system upgrades, annual maintenance and new projects;
- Prepare and submit Terms of Reference (TOR's) for shared services. Work with the cost recovery team to determine the cost of shared services;
- Prepare and submit Enterprise Standardization cases for review by the Architecture Review Board (ARB);
- Review and submit change management requests; review and submit resource requests e.g. firewall requests, storage requests, etc; review policies and procedures and provide comments before they are published;
- Participate in technical reviews for RFP's; Raise requisitions with procurement for including for systems contracts, goods, and services;
- Participate in the development and implementation of a Cloud Services (IAAS, PAAS, and SAAS) strategy for Web Services in a public, private or public/private hybrid environment. Participate in the SOW, TORs, and RFP for Cloud Service providers;
- Update management on a regular basis on ongoing issues, key performance indicators, and new projects.
Infrastructure and Service Management
- Design and implement highly available and redundant Enterprise web and application systems and services, including CICD pipelines, across multiple data centres; ensure services are clustered with HA/DR redundancy; ensure data and configuration replication is enabled across shared services; ensure fail over processes are well defined and tested periodically;
- Ensure appropriate performance management and capacity management planning is undertaken to prevent any issues with critical systems;
- Manage: Netscaler Application Deliver Controllers (ADCs), Apache/PHP web servers, IIS web servers, Chilisoft web servers, MariaDB (MySQL) Galera servers, ProFTPd servers, REDIS servers, Tomcat servers, Jenkin servers, and GitLab servers;
- Undertake a continuous review of all services and improve service quality by taking advantage of streamlined procedures, new technologies, improved process, and evolving business requirements; Identify systems that can be decommissioned by the Web Services team in accordance with established policies and procedures and guide all relevant parties through the decommissioning process;
- Manage Puppet configuration management and automation of service provisioning;
- Carry out Centos 7 Linux, Windows Server, Solaris and Solaris Zones Systems Administration;
- Prepare Bash and Python scripts to automate system tasks;
- Undertake Research & Development.
Operations Management
- Ensure daily system heath-checks are carried out; Ensure System logs and Web logs collection, analysis and distribution to clients is carried out;
- Ensure there is adequate System Capacity especially for planned upcoming events like the UN High Level General Assembly Debate;
- Ensure relevant monitoring of systems is undertaken and key performance metrics are reviewed on a regular basis;
- Ensure web services inventory management is undertaken;
- Ensure web services security auditing is undertaken; participate in security discussions related to web services; undertake projects to enhance security of web services;
- Participate in Business Continuity and Disaster Recovery planning and periodic fail over testing; continually review BC/DR plans to ensure they are relevant and up to date;
- Incident and problem management, including the resolution of hardware & software faults, application process failures, end-user issues & inquiries, etc.
- Carry our root cause analysis and resolution of application-related performance issues in collaboration with application owners and infrastructure teams;
- Undertake request management; work with clients to define their requirements and provision appropriate services;
- Release management to push new changes into production and configuration management to ensure all configuration changes are consistent across systems;
- Availability& Performance Monitoring, review performance monitoring against established baselines, identify and rectify potential and actual performance bottlenecks caused by inappropriate system configuration and/or application design issues;
- Evaluation of web hosting requests, including performance impact analysis & security analysis, and confirm appropriateness of hosting in a shared serviced environment in the Web Farm vs. an isolated instance in a dedicated hosting environment;
- Troubleshooting web application performance issues;
- Respond to security incidents that impact web application systems; undertake pro-active action to mitigate vulnerabilities and prevent compromises.

Education:

Advanced university degree (Masters degree or equivalent) in Computer Science, Engineering, Business Administration or related field;

Experience:
Required:
- A minimum of seven (7) years of experience in dealing with IT in a complex environment;
- A minimum of four (4) years of Unix/Linux operating systems. Must have knowledge of Xen or KVM;
- A minimum of three (3) years or more experience in the administration of highly-available, mission-critical web and application systems with established High Availability (HA) and Disaster Recovery (DR) services in an Enterprise environment;
