Background information – Communications and Partnerships Group (CPG)

The Communications and Partnerships Group (CPG) supports UNOPS efforts to build closer ties with partners across the full spectrum of UNOPS activities.

Background information – Washington Liaison Office (WLO)

The UNOPS Washington Liaison Office, which an outreach function of the UNOPS Communications and Partnerships Group (CPG), aims to bring the organization closer to key global partners such as the World Bank (WB), United States Agency for International Development (USAID), Department of State (DoS), the Millennium Challenge Corporation (MCC), and the Inter-American Development Bank (IDB). The WLO seeks to link UNOPS strategic solutions to delivery challenges with a focus on project management, infrastructure, procurement, and organizational capacity development.

Under the overall guidance of the Head of the WLO, the Partnerships Analyst will have the following responsibilities:

1.   Deepening the relationship between UNOPS and key Washington partners, with a focus on the following results:     

• Conduct analysis of existing partnerships and prepare recurrent partnership reports;
• Contribute to communication tools to keep both internal and external clients informed of the work conducted by the WLO;
• Prepare and organize meetings of senior UNOPS management
• Design, maintenance and periodic updating of WLO intranet information;
• Support in the organization of events, conferences, workshops and missions of UNOPS team members to Washington.

2.   Conduct intelligence work, analyze client needs and identify synergies for future collaboration across UNOPS core areas, with a focus on the following results:

• Conduct research of Washington DC partner strategies (thematic, regional and country specific) and prepare prospective analysis of overall development and funding trends and opportunities for UNOPS, with a particular focus on the three sustainable practices.
• Provide project development support to field offices and follow-up new project leads.
• Secure optimal preparation, analysis, and intelligence prior to each partner interaction.

3.   Ensure oversight of WDC-based donor portfolio (in particular WB, USAID/OFDA, Department of State, MCC) and structure communication flows, in collaboration with respective, with a focus on the following results:

• Conduct regular monitoring of the project portfolio, and assess level of implementation.
• Identify implementation issues with field and support OCs in finding solutions and troubleshooting.
• Prepare strategic portfolio analysis to disseminate to key partner personnel.

4.   Support the implementation of the key partner management approach

• Conduct donor and partner analysis and develop segmented plan for partnership development (type, geography, areas, potential)  

• Support research and development of partner engagement strategies

• Research, draft, update and maintain partner profiles according to changing/shifting donor priorities, areas of focus, country strategies, inter alia;
• Develop communication products with the support of HQ Communications Unit to highlight the value of partnering with UNOPS.
• Provide authoritative advice to field teams on legal, administrative, and financial matters as relates the agreed administrative and financial framework agreements with the World Bank and US Government.
• Support in the development of best-practice case studies and the systematization of knowledge;

5.   Provide support to ensure the effective and efficient functioning, communication and administration of the Washington Partnerships Office, focusing on achievement of the following results:·       

• Support to the head of WLO in coordinating the internal functions.
• Support the management of the WLO, ensuring an environment of professionalism and teamwork at all times,
• Coordination and organization of meetings and functioning as secretary for the meetings;
• Establishment/maintenance of all hard copy and electronic files.
• Drafting of speeches, reports, routine correspondence, interoffice circulars, general briefing notes, documents, reports, and minutes of meetings when requested, translations when required;
• Conduct administrative functions where appropriate and requested (including issuance of POs, management of travel arrangements, etc).
• Set-up and monitoring of administrative procedures for the WLO 
• Ready to conduct other duties as required in a dynamic organization
• In performing her/his responsibilities, s/he will work closely the WLO team, as well as coordinate with CPG, regional unit and practices.

• Analytical skills – ability to deliver fact-based competitor and partner/customer analysis  

• Business development -  ability to analyze both qualitative and quantitative data in support of the identification of business opportunities 

• Knowledge Management - knowledge of Microsoft SharePoint, Power BI, Microsoft Office, CRM, key account management tools
• Communication – ability to communicate with stakeholders at all levels in the organization
• Project Management - ability to lead projects including change management
• Displays openness and flexibility in daily work

• Consistently delivers excellent quality on time and according to plan

• Advanced University Degree (Master’s Degree or equivalent) in international affairs, business administration, project management, economics, social science or related field. A Bachelor’s Degree (or equivalent) in combination with relevant years of experience can be considered in lieu of an Advanced University Degree.
• Minimum of 2 years of relevant experience. Additional experience is an advantage. Prior relevant internship experience may be considered.
• The ideal candidate would have a combination of international development work in the field and/or at HQ levels.
• Preferably prior knowledge of working in the UN environment
• Excellent writing and oral skills in English; fluency in French and/or Spanish is an asset.
• Certification in a project management methodology, such as PRINCE2 or PMI, is an asset.
• Knowledge of the construction industry, or a background in civil engineering / engineering services, is an asset.
• Experiencing in working within the area of international development with the World Bank and/or US Government is an asset.
• Excellent inter-personal and communication skills.
• Flexibility and adaptability to work under pressure and meet specific deadlines
• Ability to work in a multicultural environment
