Under the overall supervision of the Chief Ethics &
Compliance Officer, the Ethics & Compliance Advisor will provide ethics and compliance support to UNOPS on a
wide range of matters, including the following specific activities:
1. Standard
setting and policy support
- Support the Chief Ethics and Compliance Officer
Executive Office in the development or policies and
- guidance on ethics matters for UNOPS.
- Provide guidance on UN code of conduct (as outlined in
the relevant staff regulations and rules, the
- Standards of Conduct for the International Civil Service,
and applicable administrative issuance).
- Review, advise and support standard setting and policy
support activities of other departments.
- Monitor current developments and best practice in
organisational ethics to ensure the currency of
- UNOPS’ ethics programme.
2. Risk Assessment
- Lead the ethics risk assessment process to identify and
track key ethical compliance issues facing UNOPS operations - including project managing the
assessment, facilitating meetings and interviews with key stakeholders and preparing reports on findings.
- Assess organizational risk of non-compliance within the
scope of the Ethics Office and make recommendations on action plans.
- Conduct deep dive analysis into key, high ethical risk
issues in particular bribery and corruption risk and develop and implement programmes to manage them.
3. Training and
Communications
- Develop and implement a communications strategy for
raising awareness on the Ethics and Compliance programme including core values, ethical
standards and expected professional conduct within UNOPS.
- Develop communications and information materials for use
internally and externally, in cooperation with relevant stakeholders.
- Lead the ethics training and learning programme for UNOPS
including assessing learning needs,
- developing training plans and content and delivering
training to relevant UNOPS personnel through orientations, induction programs, specialized briefings
and annual refresher sessions.
- Contribute to institutional capacity for providing ethics
training and learning opportunities.
4. Ethics advice
- Provide guidance within the organization on relevant
policies, procedures and practices, and to management to reinforce and promote the ethical standards
called for under the UN Charter.
- At the request of the Chief Ethics and Compliance
Officer, support on requests for protection against retaliation and assist the Senior Ethics Advisor on
responding to requests received via the Ethics Helpline.
5. Compliance
- Support the Chief Ethics and Compliance Officer in the
development and implementation of the compliance framework to strengthen UNOPS Governance, Risk
and Compliance programme.
- Support in preparing reports to the Senior Leadership
Team and other supervisory bodies and stakeholders on ethics and compliance matters.
