Procurement Specialist (Pharmacist)- Retainer

UNOPS TNPO is currently implementing a project concerned with procurement of medical supplies and medications for Libya. The retainer pharmacist shall provide technical guidance to the project team in relation to the technical specifications,  procurement documents, tenders evaluation and delivery logistics. The position requires a high profile of pharmacists with experience in supply chain management of medications, to be able to handle the complexity of the project, taking into consideration the specificities of medications shipping and handling.

• Provide strategic advice on pharmaceutical markets trends and products;

• Monitor and analyse the market of pharmaceuticals and medical products, contribute to sourcing strategy for initiating procurement cases;

• Draft technical specifications, formulate minimum quality standards compliant with national and international requirements and best practices;

• Assist the project team in preparing the tender documents relevant to medications shipments.

• Reply to suppliers' requests for clarifications.

• Perform technical assessment as part of the technical evaluation committee of submitted bids.

• Provide guidance on ultimate shipping and storage conditions.

• Provide guidance on the logistics and delivery process.

• Provide support and advisory to the project team in the areas of strategy, work planning, quality assurance and professional practices.

• Work with project manager to manage UNOPS’s relationships with suppliers and various other stakeholders.

Education

• A Master’s degree or equivalent in Pharmacy, Biochemistry, Microbiology, Public Health and other relevant areas;

• A relevant Bachelor degree in one of the above fields in combination with 2 additional years of relevant work experience may be accepted in lieu of the Master’s degree. 

Experience

• Minimum 5 years of experience in pharmaceutical companies, preferably related to management of supply chain.

Language

• English: Strong knowledge is required (Read, Write, Speak).
• French: Strong knowledge is required (Read, Write, Speak).
• Arabic: Strong knowledge is required (Read, Write, Speak).

Tunisia

The Tunisia Project Office is responsible for managing strategic and operational risks associated with the Project Office’s portfolio of engagements (in Tunisia, Morocco, Libya and Algeria) – as part of the Senegal Multi Country Office (MCO) set up, developing and delivering cost effective services contributing to partners' sustainable results and achievements of UNOPS management results. 

UNOPS Tunisia activities range from tailor-made administration, operations, human resources and logistics support for implementation of development and humanitarian projects; infrastructure and procurement management services; and advisory services to partners (in Tunisia, Morocco, Libya and Algeria) to facilitate effective procurement, supply and financial management. Partners include the Government of Tunisia, European Union and UN agencies such as UNHCR and WHO. It provides project management services including design, implementation, monitoring and evaluation. It also offers funds management, loan and grant administration, public, building local capacity markets, training and technical assistance.
