Stop TB Partnership - Advocacy Experts (roster recruitment - retainer contract), Multiple positions

UNOPS hosts the Stop Tuberculosis Partnership Secretariat (STBP) as of 1 January 2015, in Geneva, Switzerland. The vision of the Stop TB Partnership is to realize the goal of elimination of Tuberculosis (TB) as a public health problem and, ultimately, to obtain a world free of TB by ensuring that every TB patient has access to effective diagnosis, treatment and cure; stopping transmission of TB; reducing the inequitable social and economic toll of TB; and developing and implementing new preventive, diagnostic and therapeutic tools and strategies. 

The Stop Partnership is uniquely positioned to support the development and further implementation by partners of the current and future Global Plan, acting as a coordinator and catalyst for the range of partners engaged in the fight against TB. Founded in 2001, the Stop TB Partnership's mission is to serve every person who is vulnerable to TB and ensure that high-quality treatment is available to all who need it. Stop TB partners include international and technical organizations, government programmes, research and funding agencies, foundations, NGOs, civil society and community groups and the private sector.

The Stop TB Partnership is looking to establish a roster with multiple consultants on retainer contracts who can be deployed rapidly on specific advocacy tasks as and when needed. The aim is to support the achievement of STBP Advocacy strategy and to further promote the Stop TB Partnership’s objectives at the global, regional, and country levels.  

Successful candidates will be placed on a roster and would be required to undertake tasks assigned to them either virtually from their home location or may have to travel to meetings and events as needed. Candidates from high TB burden countries are encouraged to apply. Successful candidates will have an opportunity to work in various time limited advocacy assignments covering the areas of resource mobilization, setting up of ambitious targets and commitments, policy change, project management, and to employ research, analytical, and advocacy skills.  

The selected candidates will serve under the overall supervision of the STBP Deputy Executive Director but will work closely and under the guidance of the members of the STBP Advocacy team. Specific tasks will include: 

• Development of advocacy content and documents for international and national meetings and events, including call to actions, political declarations, background documents and campaigns. 

• Develop and update global and country advocacy briefs and contribute ideas for improving the dashboards and interactive maps of the Stop TB Partnership, in order to improve their effectiveness as advocacy tools. 

• Development of high caliber advocacy messages after review and analysis of global/regional/country progress reports, commitments, and priorities.  

• Reviewing and finalizing necessary information, report writing, coordinating inputs from international and country entities, and technical experts and advocacy leads. 

• Provide Advocacy expertise through facilitation in webinars and online meetings/events. 

• Develop narrative reports for donors and of important meetings and events. 

• Provide support establishing close and strong collaboration and advocacy support in prioritized high TB burden countries, working closely with STBP grantees and National STBP platforms. 

• Build capacity of Stop TB Partnership grantees on advocacy and resource mobilization. 

• Participate in development of specific reports commissioned by Stop TB Partnership for advocacy or accountability. 

• Develop advocacy documents (letters to Permanent missions, donors, state authorities, etc. using appropriate diplomatic language and style.  

• Participate actively in different surveys STBP plans to convey in prioritized and high TB burden countries.  

The Roster membership does not guarantee an amount of work days per year and will be considered when a specific need is raised.

An Advanced University (Master’s degree or equivalent) in health, medicine, project management, statistics, epidemiology, political science, humanities, communication, journalism, social sciences, economics, science, or similar subjects. 

A University degree (Bachelor’s degree or undergraduate degree) degree (Master’s degree) in the subjects mentioned above and with an additional two (2) years of relevant experience will be considered in lieu of an advanced University Degree.

Contract type: Individual Contractor Agreement - retainer based on a daily fee.
Contract level: ICS-10 (IICA2, LICA10, P3 equivalent)
Contract duration: The retainer contract will be valid for 12 months, with possibility to renew based on satisfactory performance and budget availability.
