Senior Project Manager

The Central African Republic (CAR) Country Office has a growing portfolio of over 100 million USD in projects, with more than 100 personnel. The portfolio of the CAR Country Office reflects that of its Multi Country Office in that it ranges from infrastructure rehabilitation and construction to multi-sectoral projects for social protection and peace and security.

Senior Project Manager  is responsible for the day-to-day operations of the project(s) and provides services to the different donors, partners and beneficiaries. Senior Project Manager acts on behalf of the Project Board to manage the project on an ongoing basis during the Implementation Stage. The main responsibility of a Senior Project Manager  is to ensure that the project outputs are delivered within the specified project tolerances of time, cost, quality, scope, risk and benefits. He/she is expected to meet the organization’s performance and delivery goals.

Senior Project Manager  has the authority to assign, as per the Project Plan, work packages to Team Managers and approve deliverables produced by them.

Senior Project Manager  is responsible for creating the Implementation Plan, using the Project Initiation Document (PID), Legal Agreement and having a thorough understanding of the terms, conditions, and the respective roles and responsibilities of the partners/stakeholders, to ensure the project(s) outputs are capable of meeting the business cases for both UNOPS and the partner(s). Success of the project(s) and hence of the Senior Project Manager  will be based on the defined Success Criteria.

• Advanced University degree or PhD in a relevant technical discipline related to the nature of the project (Architecture, Civil Engineering, Water Engineering, Electrical Engineering, Mechanical Engineering or Structural Engineering, etc.) or other related related is mandatory

• First level university degree (Bachelor’s degree) in Architecture, Civil Engineering, Water Engineering, Electrical Engineering, Mechanical Engineering or Structural Engineering or other relevant discipline in combination with two (2) additional years of relevant professional experience may be accepted in lieu of the advanced university degree;

• A minimum of seven (7) years' experience in managing infrastructure projects is mandatory.
• Experience working with UNOPS in managing similar projects  is an asset.
• Experience in developing countries or post conflict environments is an asset
• Strong experience in contract management is an asset
• Sound knowledge of FIDIC contracts is an asset.
• Large experience in writing reports, performing data analyses, and writing technical documents is an asset
• Strong analytical capabilities with the ability to manage tasks associated with the development of projects is an asset.
• Strong collaboration capabilities with project teams in order expedite deliverables is an asset
• Large experience in planning and applying Health & Safety procedures is an asset.
• Experience in risk management for infrastructure implementation projects is an asset
