Under the direct supervision of the Support Services Manager - Logistics and Procurement, the National Logistics Officer ensures the provision of efficient and timely support in Logistics, Assets Management, and its supported programmes, under the guidance and coordination of the Supervisor. He/she promotes a client-focused, quality and results-oriented approach and supports the relevant Logistics and Assets personnel and the entire Programme. In the discharge of her/his duties, the National Logistics Officer works with local partners and field programme focal points, to ensure the best general logistics support provision for the smooth conduct of the programme’s operations and activities in line with the Mission rules and UNOPS rules and regulations.

1/Logistics and Health, Safety, Social and Environmental (HSSE)

Maintain an accurate and effective monitoring of the implemented logistics system, including warehousing and in-country transport capacity, long-term agreements for customs clearance, storage, transport and fleet management. Share initiatives and proposals for the improvement of the existing processes in place.
Contribute to the development and maintenance of internal procedures and workflows relating to logistics matters to ensure the successful conduct of the Programme’s activities within the set deadlines.
Identify, register, and follow up on supply chain project risks related to logistics, transport & warehouse and escalate them whenever necessary.
Liaise with the Procurement Unit and facilitate timely clearance, receipt, delivery and handover of goods and consignments to field programmes.
Coordinate international shipments and liaise with local authorities for tax exemptions, customs clearances, and the timely delivery of the consignment to the programme.
Maintain accurate records, ensure data quality, and produce logistics reports as necessary.
Remain up-to-date on health and safety processes and policies, raise issues and provide awareness sessions among project staff, contractors and other stakeholders. Acts as HSSE focal point for the UNMAS CAR Programme.

2/ Assets Management

Support the SSM in the implementation of the asset management system for the UNMAS MINUSCA Programme, in accordance with UNOPS asset management policies and UNOPS PSC Asset Management SOP.
Conduct the inspection of all the goods & materials received as per agreed contract modalities and review the Receiving and Inspection Report (RIR), for approval. Follow up with the suppliers in case of discrepancies.
Ensure constant update of the logistical filing system in place to include all equipment information, maintenance schedules, and logs documentation, and ensure that inventories of assets, equipment and consumables are recorded, monitored and updated. Acts as assets focal point in oneUNOPS for the programme assets.
Ensure that effective and proper assembling, tagging, labeling and arrangements are done to ship assets within the mission area of operations.
Prepare and submit assets and inventory reports in a timely manner together with the logistics team members.

3/ Transport and fleet Management

Support the implementation of a transport management system in compliance with UNOPS rules and regulations.
Manage vehicle registration, insurance, and tagging, and keep them up-to-date.
Conduct analysis and identify improvements in fleet management to ensure optimal utilization, availability, fuel consumption, and maintenance.
Ensure the office vehicles are in running condition and the repairs and maintenance are carried out as per the manufacturer’s recommendations and the service plans.

4/ Team Management

Facilitate the engagement and provision of high-quality results and services for the team supervised through effective work planning, performance management, coaching, and promotion of learning and development.
Provide oversight, ensuring compliance by team members with existing policies and best practices.

5/ Knowledge building and knowledge sharing

Organize, facilitate and/or deliver training and learning initiatives for personnel on logistics & assets management and newcomers or Programme members, as required.
Collects feedback, ideas, and internal knowledge about processes and best practices and utilizes productively and shares with team members.
Stay abreast of the latest policies and procedures in logistics, assets and transport management.

The effective and successful achievement of results by the National Logistics Officer affects the performance of major aspects of the relevant business unit/s, project activities, Logistics, Assets management, support services, impacting the timely and effective implementation of the respective services and deliverables. This ensures client satisfaction and promotes the image and credibility of UNOPS as an effective service provider in project services and management. This enhances UNOPS’ competitive position as a partner of choice in sustainable development and project services in the country/region served.
