Functional Responsibilities
Under the guidance and direct supervision of the Oversight and Management Specialist of AEMO, the Operations Analyst is responsible for assisting operational and reporting requirements of the Regional Office team to provide effective delivery of services. He/she supports offices and programmes under the region through information coordination, operational data analysis, product development as tasked by the RO team, business planning, training and reporting with the intention of contributing to process improvements. The Operations Analyst promotes a collaborative, client-focused, quality and results-oriented approach, working in close collaboration with the operations, programme and project teams in the Regional Office team, associated Operations/Project Centres and UNOPS HQ. The incumbent is responsible to abide by the Organizational Directives and Administrative Instructions as well as plans and procedures of the UN Security Management System and that of UNOPS. More specific duties include:
Operational Support
- Monitoring of KPIs for projects and OCs, including data quality assurance;
- Monitor engagement acceptance process and provide timely support and corrective action, coordinating with practices and RO team as necessary;
- Analysis of region’s adherence to engagement acceptance process, supporting process improvements through business planning and trainings as necessary;
- Monitor pending audit recommendations, coordinate regional office responses and ensure timely follow up and closure of outstanding issues;
- Follow-up on data quality and completeness of online blue file documentation, ATLAS, MWS, and alerting RO team about corrective actions as required;
- Follow-up on PO activities (invalid POs, overridden POs, prior year POs, ULOs, etc.);
- Provide support to RO team to oversee non-performing projects and support corrective measures in a timely manner;
- Coordinate the regional completion of the Results Based Reporting
- Coordinate completion of and qualitative analysis of Engagement assurance process by OCs and RO on quarterly basis;
- Follow-up on award modification amounts, project status, ending dates, etc. and ensure MWS data is current and accurate;
- Coordinate and follow-up on project closure actions for projects reaching project end dates; ensuring orderly closure of engagements as per engagement closure checklist; Provide closure planning support.
- Support oversight of Administrative budgets within region’s OCs and RO;
- Provide operational and information support to offices and regional personnel, conducting necessary research and analysis of business processes and support initiatives to improve efficiency and effectiveness
- Provide substantive contributions and assist completion of annual and mid-year management reports, ad hoc reports, briefing materials, and regional and/or programme specific development plans;
- Coordinate budget exercises in the region, utilizing relevant tools and providing high data quality;
- Research best practices and provide informational support to resolve operational issues;
- Support Logistics, Procurement and Finance related operational issues;
- Contributions to knowledge networks and communities of practice
Coordination and Liaison
- Organize regular video and teleconferences with region’s OCs to track project management related issues and coordinate timely follow-up in consultation with RO team and relevant practices,
- Liaise with Operational Hubs/Centres/PCs and staff to ensure efficient dialogue on program and project operational issues in consultation with the supervisor, and
- Support lead developers and other support personnel in the Engagement Acceptance process (Lead system), including updates with new system functionalities as necessary.
