Health System Strengthening Officer

In February 2009, UNOPS was selected by the Myanmar Country Coordination Mechanism for the Global Fund to Fight AIDS, Tuberculosis and Malaria as one of two Principal Recipients of GFATM grants for Myanmar. The implementation of the grants has commenced in January 2011.

In November 2016, The Global Fund to Fight AIDS, Tuberculosis and Malaria approved the funding allocations for Myanmar and for the regional malaria grant for the period 2018 – 2020. As part of these allocations, specific funding has been allocated to strengthen Resilient and Sustainable Systems for Health (RSSH) related to more than one disease program. These activities include: procurement and supply chain management, health management and information systems, human resources for health, integrated service delivery related to reproductive, maternal, newborn, child and adolescent health (RMNCAH), governance and strategy development, and financial management. The incumbent will work closely the Department of Public Health (DOPH), and the Director, Health Management Information System and the National AIDS, TB and Malaria program managers of the DOPH, as well as relevant partners involved in ATM eHealth providing programmatic and M&E support to RSSH activities.

Under overall supervision of the UNOPS PR Programme Director and the direct supervision of the Monitoring and Evaluation Specialist, and in accordance with UNOPS policies, procedures and practices, the incumbent’s duties will include:

1. Undertake, in close consultation with the Department of Public Health, the National Programmes M&E, Technical Partners and UNOPS PR, the preparation of RSSH implementation plans for all approved RHSS activities, including work plan, budgets, and Performance Framework.
2. Support reviewing of work plans and reports submitted by DoPH, National Programmes and Sub Recipients to ensure that RHSS component programme activities are in-line with MoHS priorities as well with UNOPS and the GFATM;
3. Follow up on the Strategic Health Information System Plan and the ATM eHealth plan (2016 -2020) implementation and coordination including; conducting site visits; documenting and sharing the progress and updates.
4. Assist in RSSH related procurement activities, including: recruiting HIS related staff.
5. Support the MoHS ATM data and information management, including; strengthening of ATM data management processes; and developing ATM eHealth information policies, guidelines and procedures.
6. Assist in projects supported by the Global Fund Special Initiatives for data systems (DHIS2, Mortality Analysis and Strengthening Routine Reporting and Analysis), including communicating and updating with the GF secretariat in coordination with the PR UNOPS and relevant implementers.
7. Support UNOPS PR’ implementing partners in RSSH related activities including programme planning, budgeting, monitoring and Evaluation.
8. Support the communication team in developing materials such as reports, pamphlets, and press releases.
9. Promote information sharing environment in the office and serve as resource person on selected aspects of Health Systems strengthening. Liaise with in-country and international experts to further knowledge on selected topics;
10. Undertake other duties that may be assigned by supervisor.

Monitoring and Progress Controls

The Monitoring and Evaluation Specialist will monitor the performance of the incumbent in line with his/her assignment.

Education

• A Master’s degree in Public Health, Medicine, Nursing, Epidemiology, Applied Health Sciences, Health Informatics or a related field. (Additional two years of experience with a Bachelor’s Degree in the above fields is considered as equivalent).

Work Experience

• A minimum 5 years of progressively responsible experience in Public Health programme design, management, administration, and/or monitoring and evaluation.
• Ability to work with minimal supervision in a complex environment is required;
• Previous successful involvement with, and good knowledge of, MOHS, NGO's and civil society is an asset;
• Strong communication  (written and spoken) and facilitation skills, and ability to establish good working relations with colleagues and stakeholders in a sensitive environment;
• Good knowledge of computer statistical software/data management and applications;
• Willingness to undertake regular field visits; and
• Excellent writing and analytical skills;

Language

• Fluency in both written and spoken English and Myanmar is required.

• Working knowledge of health systems strengthening;
• Actively works towards continuing personal learning and development in one or more practice areas, acts on learning plan and applies newly acquired skills; and
• Ability to manage complex projects, from inception to close-out.
