The Police CIED
Policy Advisor is responsible for the Policy level stakeholder engagement and
provides advise, briefing and support to the UNMAS Director, UNSOM mission,
Government entities at Federal and Sub Federal levels, partners and
beneficiaries. He/she is expected to
meet and exceed the organizations performance and delivery goals.
The Police CIED
Policy Advisor is responsible for the strategic oversight of the engagement on
the Policing plans and strategic level discussions to position UNMAS at high
level forums and strategic discussions. The advisor will brief on the UNMAS
global CIED strategies and explain in depth the UNMAS Somalia CIED
policies. The Policy Advisor will be
given specific materials and direction on this by the UNMAS country CIED
Advisor and the Programme Director.
Intimate
technical knowledge of CIED is not required for this post – but contextual
Police experience of working within the IED threat environment is, particularly
with regards to major incident control and response planning.
The advisor will
also work in close collaboration with an UNMAS internal Project Manager
handling the day to day project activities and implementing police project
activities. The Police CIED Policy
Advisor works to the Front Office on plans and strategy.
The Police CIED
Policy Advisor therefore has two central tasks (1) the oversight of policy
level engagement within the mission and with stakeholders externally (AU
Police, MOIS, Donors) and (2) the development of strategic approaches and briefs
to provide assistance to the Director and Front office.
UNMAS being part
of the UNSOM in terms of its mandate, must closely coordinate its operations
with the UN Police Commissioners office in ROLSIG and must ensure effective
stakeholder management in coordinating with AU Police Commissioner and Somali
Police Force counterparts. Police projects will be implemented to support both
Federal and State Police institutions as agreed by the Federal Government of
Somalia.
