PPP Financial Modeling Specialist

UNOPS has been recently offering PPP Advisory Services in order to strengthen public sector capabilities in the development of Public Private Partnership (PPP) initiatives. Therefore, UNOPS is now hiring a PPP Financial Modeling Specialist with relevant experience in the development of financial modeling for infrastructure projects and PPPs.

The main objective for the PPP Financial Modeling Specialist is to elaborate and develop the entire economic and financial modeling (feasibility analyses) for PPP/ infrastructure projects, which will be submitted to the UNOPS PPP Team. 

He/she will be responsible for:

• Structuring PPP Modeling
• The collection of all data (from other UNOPS Specialists, financial institutions, government and other public sources) necessary to develop the financial and economic modeling.
• Support on the definition and data collection for specific conditions for infrastructure projects (roads, railroads, sewage, etc) as well as public infrastructure (hospitals, prisons, schools, etc).
• Development of pre-feasibility and feasibility studies, value-for-money analysis, public-private comparator, project screening matrixes, decision models, risk assessment and matrixes.
• Support the development of investment promotion proposals.
• Support the development methods and tools for public tender
• Support the development of public tender documents (call for proposal, contracts, reference model etc).
• Support and advise the partners during procurement processes (Q&A, assessment of proposals, elaboration of data room, etc)
• Support the renegotiation of PPP contracts
• Support the development of technical report for Solicited Proposal (Procedimento de Manifestação de Interesse – PMI) assessment.

Specifically, he/she should conduct the project financial feasibility analysis. The financial modeling should include:

• Demand forecast studies
• Income forecast studies, remuneration model for the private partner and public sector payment models according to Brazilian PPP and Concession Legal Framework.
• Macroeconomic and financial assessment
• Internal Rate of Return assumptions
• Tax modeling
• Capital Asset Pricing Modeling
• Debt and equity modeling, including assessment of different types of investment financing (loans, bonds, etc)
• Collect and insert physical and financial schedule (investments) in the model, as well as all operational premises (costs, expenses, etc).
• Investment return modeling for shareholders over the term of the concession (distribution of dividends, reduction of capital, etc.)
• Performance based payments model linked to financial modelling
• Develop all financial statements for the project
• Perform other financial analysis as necessary for the project
• The modeling should be prepared and allow sensibility analysis for main figures
• The model should include a “Control Panel” with main assumptions and figures of the project
• Provide track record of all information, data and documentation used for the development of the products

Additionally, He/ She should have general knowledge and ability to research regarding main taxes (ICMS, ISS, IRR, IRRF etc) charged in Infrastructure projects and its rules and regulations (tax rate, credit calculation, exemptions etc).

Specific data (including taxes) and project inputs (e.g. capex, opex, etc) will be provided by UNOPS, but the specialist should be able to discuss and understand the logics from the information being provided.

He/She should be a reference in Financial Modeling competencies for the projects in accordance to Brazilian regulation and International Financial Reporting Standards - IFRS.   

Education

• Minimum Requirement: Masters in Finance or related areas
• Alternatively, Bachelor’s degree in Business Administration, Economics, Engineering or related areas plus 04 years of experience will be considered in lieu of a Master's Degree.
• Formal learning in Financial Modeling and IFRS applied to Infrastructure is a plus

Experience

• A minimum of 02 years of relevant experience in the development of Financial Modeling at Concession/ PPPs, Project Finance or Valuation modalities in the infrastructure sector
• --> Proven consulting experience in at least 04 projects, in which at least 02 of them are related to the the infrastructure sector.

Languages

• Fluency in Portuguese.
• Working knowledge in English and/ or Spanish

• General knowledge of Brazilian PPP legal framework
• Ability to develop financial modeling, provide general financial data (i.e. collect macroeconomic assumptions from reliable public sources) and request relevant information from other experts working at the project.
• Command of MS Excel to perform financial analysis.
