The role of the Finance
Manager encompasses the following key aspects:

Define and implement the
Administrative and Financial Procedures and indicators for monitoring activities
and reporting to TSU Coordinator

Develop the estimated budget of
the project
-
Supervise and monitor the cash
management and make recommendations on the allocation of resources
-
Supervise and coordinate the
management control and internal control (financial risk assessment and
validation of tax choices etc.)
-
Follow the evolution of the
financial results of projects and establish the financial plan
-
Ensure the reliability of the
internal control system (regularity and eligibility of expenditure, effectiveness
of achievements, reliability of financial and accounting information, etc.)
-
Ensure the eligibility and
regularity of expenditure parts of sub-recipients
-
Ensure the regularity of
expenditure related to the project implementation
-
Validate checks and payment
statements
-
Participate in the development
of the work plan and annual budget of the projects
-
Contribute to the preparation
of periodic progress reports (monthly, quarterly, semi-annual and annual)
projects

Establish monitoring tools and budget
analysis
-
Monitor and check accountancy
-
Participate in the procurement
commissions
-
Ensure the mobilization of
financial resources from donors, government, and other partners
-
Ensure compliance with donor
disbursement procedures

Establish project periodic
financial reports

Monitor sub-recipients
contracts and supervise their administration according to procedures manual

Ensure staff capacity building
and skills improvement

Set up accounts in accordance
with generally accepted standards and accepted by the partners

Prepare and assist annual
external audit missions and implement the recommendations to improve the
management of projects

Evaluate the procurement reports
-
Participate in the
implementation monitoring of the activities of consultants and other
stakeholders

Centralize and synthesize
periodic activity reports (monthly, quarterly, semi-annual and annual)
-
Participate in the preparation
of supervision missions
-
Participate in the mid-term
review and project completion evaluation
-
Enhance staff by work
organization, skills development and working conditions
-
Supervise staff management,
purchasing and inventory
-
Supervise and validate the
purchase operations (POs, invoices…)
-
Ensure the implementation of
the labor law
-
Check and validate the petty-cash
reports
-
Check and validate Payroll
reports
-
Ensure the proper
classification and archiving of supporting documents for TSU operations and all
financial accounting document or according to predefined principles
-
Ensure all tasks related to his
post
-
and implement the
recommendations to improve the management of projects
-
Perform any administrative task
or assignment, financial and accounting in the interest of TSU that can be
assigned by the TSU coordinator
-
Collaborate with the Fiscal Agent,
the LFA, the CT and the auditors to identify financial risk zones and to insure
adequate mitigation measures are in place
-
Collaborate with the Fiscal
Agent to insure smooth running of the programmes and to identify and solve any
bottlenecks on a timely manner
