and Scope of Assignment
Infrastructure
Projects
Under the overall oversight of the PRPC Head of Office
and in close coordination with the office support personnel and project personnel,
the Infrastructure
PMO Associate will support the PRPC
office by assisting with all portfolio and infrastructure management tasks
required to ensure timely, cost effective, safe and quality delivery of the
projects.
He/she shall perform the
following duties and responsibilities, but not limited to:
- Ensuring works are carried out
in accordance with contracts, specifications, drawings, etc.;
- Assist in preparing bid
documentation;
- Participating in bid analysis;
- Provide assistance in preparing
monthly project reports;
- Overseeing technical aspects of
contracts and provide guidance to contractors where required;
- Maintenance support of the
following project documentation
- Payment register
- Variation register
- Site safety inspection register
- Site diary
- Instruction to contractor
register
- Drawing register
- Visitor register
- Sample approval register
- Concrete test register
- Progress photos
- Assist
in planning and documentation for future phases of the project as directed by
the PRPC Infrastructure Project Manager, including activities such as:
i.Estimations
- Producing
Bill of Quantities/Specs/Drawings
- 1st
priority of this position is to assist PRPC Head of Office
- 2nd
priority of this position is to assist the project and support personnel with
their tasks and activities
- Preparation
of meeting agendas and minutes as required in English and Albanian or Serbian
for approval;
- Written
and verbal translations as required;
- Liaise
with Recipient and other government agencies as needed;
- Liaise
with design and contractor offices as required;
- Responsible
for formal document issue and registers, including
i.Drawings
- Bill
of Quantities
- Specifications
- Contractor

- Providing technical
support to project procurement and finance specialists where needed;
- Carrying out other
tasks as assigned by the PRPC Head of Office.
Other
PRPC Portfolio
Under
the supervision of the Head of Office and in coordination with the Operations
Specialist support project implementation within the portfolio as a focal point
for the project implementation, including but not limited to preparation of
Financial Agreements and related amendments, information and knowledge
management, and provision of logistical/administrative implementation to human
resources, procurement, and financial activities.
- Provide
support in the implementation of operational strategies with regards to Financial,
Human Resources, and Procurement and the cluster practice area;
- Portfolio
planning, administration and management;
- Knowledge
building and knowledge management;
- Client services and organizational work
ethics and culture;
- Provide
substantive support in the design and formulation of new process initiatives
including risk management, quality assurance and quality control;
- Support
the establishment of and execute
Standard Operating Procedures (SOP) benchmarks, delivery targets and
performance standards for the assigned portfolio;
- Acting
as UNOPS focal point, with collaboration from the Head of Office, for one or
more Projects within the PRPC; providing policy advice on UNOPS policies and
procedures, and assists projects to meet their delivery targets; maintains fiduciary
standards and oversight and compliance with the internal control standards.;
- Collaborate
in the initiation of a project, and processing of pre-engagement requirements
under the supervision of the Head of Office.
- Work
with clients on successful project implementation, including execution of
plans, cost analysis and
modifications, identification of milestones and other
performance indicators to ensure success;
- Collaborate
with HQ on monitoring missions to evaluate progress where required, identify
problems and take appropriate and timely decisions to meet client needs under
the guidance of the Head of Office;
- Follow
up on audit recommendations to ensure timely reporting;
- Prepare
and/or aggregate donor reports on activities, outputs and outcomes for review
by HO and/or client.
1. PRPC practice area, focus on the following results:
- In
coordination with IPAS and Practice Group provide advisory services on assigned
practice area together with HO;
- Collaborate
in the process innovations and improvements for PRPC service lines to provide
tailored solutions for its partners and stakeholders;
- Foster
a positive work environment, respectful of both men and women, and ensure that
the highest standards of conduct are observed.
2. Portfolio Support and Business Development, focusing on the
following results:
- Under
delegated authority, actively explore new business opportunities to extend the
PRPC client-base;
- Contribute
to business development activities and advise the HO;
- Analysis
and research of information on donors and funding agencies, provide support in
the preparation of substantive briefs on possible areas of cooperation,
identification of opportunities for new projects;
- Support
PM in liaison and negotiation functions with current and potential donors and
funding agencies.
3. Knowledge management and technical support, focusing on the
following results:
- Contribute
in the identification and synthesis of best practices and
lessons learnt on project management.
- Contribution
to organization and client capacity-building of high quality delivery through
coaching and mentoring of internal clients and partners.
- Participation
in the periodic review and strengthening of Standard Operating Procedures based
on lessons learnt and adaptation of programme/donor requirements.
- Collaboration
in development of tools and platform for data and content management, ensuring
information and knowledge-sharing with clients and partners.
- Contributions
to knowledge networks and communities of practice both within the country
office (UNKT) and UNOPS.
4. Efficient client services and organizational work ethics
and culture,
focusing on the following results:
- Keep
clients informed of the status of project activities together with the HO;
prepare oral and written reports;
- Interact
with clients to solicit feedback and gauge client satisfaction;
- Interact
with internal clients and PRPC personnel to integrate and harmonize approaches;
- Demonstration
of professional and personal ethics, transparency and openness to encourage respect
and similar behavior from colleagues.
Impact of Results
The
key results have an impact on the overall efficiency of the Regional Office or
Operations/Project
Centre
in project execution and success in introduction and implementation of
programme strategies.
Strategic
approach to project execution, effective and efficient administrative support,
and timely and appropriate delivery of services ensure client satisfaction and
overall effective delivery of UNOPS programmes and projects
