Human Resource Officer - Somalia

Under the overall guidance of the Head of Programme (HOP) Somalia and direct supervision by the Human Resource Manager, the HR Officer ensures effective delivery of HR services in the Somalia Office, ensuring high quality, accuracy and consistency of work. He/she interprets and applies HR policies, rules and regulations, implements internal procedures and provides solutions to a wide spectrum of complex HR issues. The HR Officer promotes a collaborative, client-oriented approach consistent with UNOPS rules and regulations and contributes to the maintenance of high staff morale.

The HR Officer may supervise and lead the staff of the HR Unit. He/she works in close collaboration with the Programme, Operations and project teams in the Hub  and Somalia offices respectively, ensuring efficient delivery and  HR management as Somali office.

2 years or more of relevant experience at the national or international level in providing HR advisory services and/or management or administration of human resources.

• Experience in the usage of computers and/or office software packages (MS Office 2010 and/or newer versions) is required;
• PRINCE2 Foundation Certificate is desired;
• Experience in a conflict/post-conflict environment is highly advantageous, prior experience in Somalia is an asset;
• Knowledge of UN/UNOPS HR rules and regulations, policies and procedures is an advantage;
• Flexibility and adaptability to work under pressure and meet specific deadlines is desired;
• Ability to work in a multicultural environment is desired.

Background Information - East Africa Hub (EAH)

Located in Nairobi, Kenya, the East Africa Hub manages a growing portfolio of engagements, including associated strategic and operational risks. The East Africa sub-region currently consists of an established Operation Centre in South Sudan and a portfolio of engagements managed by the Kenya based East Africa Hub office. This includes primarily transactional projects in partnership with the Nairobi based UN Agencies UN-Habitat and UNEP, and multiple ‘operational’ projects in Somalia, Tanzania, Burundi, Uganda, Kenya and several island states.

The UNOPS Somalia Office presently manages a significant portfolio of projects in Somalia and has its direct representational and oversight functions in Somalia, while maintaining a technical and administrative support capacity at the hub level in Nairobi. UNOPS works with multiple partners including the Governments of Somalia, bilateral and multilateral donors, and United Nations Agencies, Funds and Programmes.
