The incumbent will report to the Portfolio Manager.
The
purpose of this position is to analyze the progress, to identify trends related
to implementation of the vision and strategic objectives of the UN Strategy and
to draft a comprehensive report for the United Nations Inter-Agency
Coordination Group on Mine Action (IACG-MA).
This
analysis is based on collecting data from over 25 UN programmes operating in
affected countries/territories as well as conducting additional research on international
mine action frameworks and policies and Headquarters-based initiatives to meet
internal commitments agreed to by the UN entities involved in mine action.
Once
data is collected, there is a requirement for the consultant to conduct
rigorous and thorough data clean-up, verification, and analysis before drafting
a report to be reviewed by UNMAS and other United Nations entities supporting
mine action. The report is the main vehicle through which the United Nations
communicates emerging trends and challenges, as well as remedial measures and
overall progress made since the last report. Consultant will be required to
incorporate into the report recommendations and to contextualize progress in
order to add appropriate depth to the analysis.
These
reports also serve as a basis for evidence-based programme management and
allocation of resources in order to improve the overall efficacy and efficiency
of the United Nations mine action services. As part of responding to needs,
consultant will also be responsible for making suggestions and recommendations
related to areas for improvements to the current monitoring mechanism, as
appropriate.
Deliverables include:
- Facilitate
the implementation of survey software at headquarters and by country-offices.
- Maintain
and manage mine action data collected through the M&E Mechanism for the
Strategy by the UN.
- Collate
available and relevant available data.
- Conduct
data verification in a timely manner.
- Support
country offices in data collection, management and general monitoring and
evaluation practices. This includes updating survey manuals for data collection
required.
- Conduct
additional research and data verification, as required.
- After
each round of analysis, draft report on findings of data collection in a timely
manner for review by the Inter-Agency Coordination Group on Mine Action (IACG-MA),
coordinated by UNMAS, make revisions as required and finalize report within
deadlines.
- After
each round of analysis, prepare a powerpoint with clear messaging on trends and
progress to be delivered by UNMAS to main stakeholders.
- Prepare
and make recommendation for improving implementation of the M&E Mechanism
with view of increasing overall efficacy of reporting progress.
