The Regional Project Coordinator is responsible to familiarize
himself/herself with the CEO Endorsement package including the Project Document
and appendices , the Legal Agreement and have a thorough understanding of the
terms, conditions, and the respective roles and responsibilities of
partners/stakeholders to ensure successful project delivery in line with UNOPS
and UNEP business standardsProject success and therefore the success of the
Regional Project Coordinator will be measured against UNOPS Success Criteria as
follows.
The Regional Project Coordinator is responsible for
all aspects of the project life cycle. S/he must be able to comply with the the
below duties and responsibilities as per UNOPS project management success
criteria:
- As outlined in the project documentation, ensure that
the project delivers the required outputs in a timely manner and on budget in
line with UNOPS business standards.
- Review
and update the work plan for effective implementation of the project;
- Support
project management with stakeholders and partners (NGOs, private
consultants, and contracting companies);
- Assist
in determining capacity gaps and support capacity development of
government and/or non-governmental partners in close coordination with the
donor;
- Review
and provide inputs for M&E activities to track progress and evaluate
results;
- Facilitate
project closure, handover, and manage quarterly reporting to the donor.
More specifically, the Regional Project Coordinator will
be expected to:
- Coordinate
the execution of the UNEP/GEF Project entitled: “Implementing the Strategic Action
Programme for the South China Sea” in accordance with the UNOPS & UNEP
agreement, includingthe GEF approved project
document;
- Liaise
with and advise SEAFDEC/UNEP/GEF to facilitate identification of synergies
with the project “Establishment and Operation of a Regional System of Fisheries Refugia in the
South China Sea and Gulf of
Thailand”;
- facilitate
the development of additional
projects and programmes through the GEF and other appropriate financial
mechanisms that further the implementation of the SCS-SAP; and
- Direct and
supervise the work of staff and consultants appointed to the Project..
More specifically, these functions will
entail the following duties and responsibilities:
- Fiscal
Planning & Financial Management Responsibilities:
(a)
Financial management and planning of the UNEP/GEF Project: “Implementing the Strategic Action Programme
for the South China Sea” on behalf of UNOPS, and
as per the project agreement, including the project’ s in-kind contributions.
(b)
Financial oversight of budget
allocations, expenditures and preparation of regular financial reports for
UNOPS onwards transmission to UN Environment in line with the terms of the UNEP
– UNOPS agreements.
(c)
Preparation of annual expenditure
reports and financial plans in approved formats for consideration by the
ministerial, SAP Implementation Committee.
(d)
Oversight of financial risk
assessment for potential private sector involvement in investment
opportunities.
(e)
In line with UNOSP requirements, preparation
of agreements with national government executing agencies in the six countries
(initially 41 such MOUs are envisaged).
(f)
Leading the recruitment and/or
procurement of goods, services and works with the project team and in
coordination with relevant UNOPS units, and management and oversight of
relevant contract delivery.
(g)
Coordination of the formulation
of new agreements with potential donors regarding additional co-financing
resources for ongoing activities.
(h)
Development of new and additional
projects and programmes in support of SAP implementation, including: submission
to potential funding agencies; guidance and supervision of their processing
prior to acceptance; and oversight of the UN Environment and Executing agencies
internalisation of successful submissions.
(i)
Regular communications with all
co-financing/executing agencies in accordance with those organisations
requirements.
2. Planning,
organisation, and management of substantive project activities in accordance
with the GEF approved project document of the UNEP/GEF Project: “Implementing the Strategic Action
Programme for the South China Sea” as
per agreement with UNOPS, including the following:
(a)
Development and oversight of
detailed annual work plans and budgets for approval by the SAP Implementation Committee.
(b)
Planning of all national
activities in the 6 participating countries, in a co-ordinated and cohesive
manner in accordance with the work plan and timetable for the project and
periodic guidance provided by the Ministerial level SAP Implementation
Committee.
(c)
Working with the project team and
relevant UNOPS units to draft execution agreements (project support agreements)
and contracts with the government agencies at the national level in the 6
participating countries.
(d)
Provision of oversight and guidance
to the execution of the national level activities through supervisory and
monitoring missions, and based on the established agreements as required.
(e)
Provision of technical advice and
support, directly (within the individuals sphere of competence) and indirectly
(through other staff of the unit and consultants) to national level executing
agencies, to ensure implementation of the respective contracts.
(f)
Coordination with SEAFDEC regarding
regional components and activities of the project.
(g)
Provision of oversight and
guidance to the preparation of technical training materials.
(h)
Oversight and monitoring of
progress in all components and activities of the project to ensure its
effective implementation.
(i)
Organisation and convening of approximately
9 regional and 2 sub-regional meetings in the participating countries each
year.
(j)
Monitoring of overall project
implementation, oversight of the mid-term review and facilitation of the
terminal independent evaluation.
3.
Regional Co-operation and collaboration including:
(a)
Acting as Secretary to the
Ministerial level SAP Implementation Committee, including: convening of
meetings; preparation and distribution of information and discussion documents
in advance of the meetings; and dissemination of meeting reports following their
printing.
(b)
Co-Chairing of the Regional
Scientific and Technical Committee, including: convening of meetings;
preparation and distribution of information and discussion documents in advance
of the meetings, and dissemination of meeting reports following their printing.
(b)
Liaising on a regular basis with
Ministers and designated senior Officials, National Focal Points and other relevant
bodies and stakeholders in the six participating
countries regarding project execution and progress.
(c)
Developing and supporting the
network of participating individuals and institutions involved in SAP
implementation activities at all levels.
(d)
Initiating collaborative
arrangements with relevant projects in the region as agreed by the SAP
Implementation Committee.
(e)
Oversight of the development and
implementation of a communications strategy for SAP implementation, including
web site, newsletter and issuance of regular press releases;
(f)
Oversight of the publication and
distribution of all substantive and technical reports resulting from project
activities.
(f) Organisation
and supervision of peer reviews of project outputs.
4.
Day-to-day Management of the SAP
Implementation Unit including:
(a)
Support to the selection and
onboarding of the project personnel to be engaged by UNOPS to constitute the Implementation
Unit (SAP-IU), in coordination with UNEP.
(b)
Supervision and guidance of
professional and general service staff appointed to the Co-ordinating Unit in the
execution of their duties, including compliance with any UNOPS reporting
requirements.
(c)
Managing learning, development
and performance of project personnel.
(d)
Monitoring and evaluation of the
performance of personnel appointed to the SAP-IU as appropriate while keeping
the UN Environment Task Manager informed about the team’ s performance. Liaising
with SEAFDEC on contributions of their personnel to project.
(e)
Liaison
with representatives of the Fisheries Refugia project in regular, fortnightly
meetings of the SAP Implementation Unit to ensure integration of the work of
both units.
(f)
Allocation
of responsibilities amongst and between the personnel of the SAP-IU having due
regard for the capacity and capabilities of individual personnel.
(g) Allocation of
workloads amongst the staff of the SAP-IU having due regard for seniority and
responsibilities.
5.
Liaison with Project Executing Agencies and
the GEF Implementing Agency, UN Environment including:
(a)
On behalf of UNOPS,
liaison with the Secretary-General of SEAFDEC regarding the management and
execution of the regional components of the project and the operation of the
SAP Implementation Unit.
(b)
Liaison with the Co-ordinator of
the COBSEA Secretariat to ensure synergy and complementarity between project
activities and those of COBSEA.
(c)
Participation
in COBSEA biennial meetings to present reports regarding progress in
implementing the Strategic Action Programme for the South China Sea.
(d)
Regular liaison with the UN
Environment /GEF Task Manager regarding all aspects of project execution.
(e)
Provision of reports to the GEF
in the required format, through UNOPS and the UN Environment /GEF Task Manager.
