Information Management Officer

In adapting to the growing complexity of the 21st century, the United Nations need to respond dynamically to ensure it remains instrumental in supporting the achievement of the Sustainable Development Goals and targets for the 2030 agenda. Technological innovation and the role of partnerships across sectors have become increasingly important to accelerate progress in addressing the problems that humanity face.

This position is located in the Department of Management (DM/OICT). The Information Management Officer reports to the section chief for Analytics, Partnerships and Innovation. 

Within delegated authority, the Information Management Officer:

• Contributes to the formulation of overall policies, procedures, objectives and guidelines regarding emerging technologies.
• Coordinates projects in the areas of IT, in particular emerging technologies with Member States, Academia and other actors.
• Conducts policy-oriented research and drafting on the applicability of emerging technology to the UN and its member States. 
• Assesses and makes recommendations relating to the use of information systems from the recordkeeping perspective.  Provides reliable, up-to-date research and specifications for information management technology and innovations applications relevant to information management and emerging technologies.
• Monitors the progress of projects in client offices, ensures compliance with Section standards and guidelines and provides assistance in identifying consultants as required and associated project Terms of Reference.
• Evaluates and pilots emerging technologies for the benefit of the UN and its Member States and to develop and maintain expertise necessary to advise Secretariat offices in the management of such systems.
• Evaluates applications and cost-effectiveness of services in relation to technology options and prepares data and recommendations for decision-making.
• Develops policies and guidelines relating to data and technology management.  
• Develops client outreach strategy and programme and coordinates its implementation.
• Represents the Section, as required, in departmental offices and at working groups, task forces and other fora,.
• Participates in the planning and organizing of training for Headquarters and mission staff and Member States with respect to utilization of reference services.
• Evaluates the performance of vendors and certifies invoices, as necessary.
• Guides, trains and supervises professional and general service staff in the various records information management functions.
• Performs other duties as assigned

• Advanced university degree (Master’s degree or equivalent) in computer science, information science or related field is required.
• A first-level university degree in combination with qualifying experience may be accepted in lieu of the advanced university degree.

Required

• A minimum of seven years of progressively responsible experience in information management, particularly in the area of technology innovation.
• Two years of experience working in frontier technologies such as AI and data science is required.

Desirable

• Experience in implementing technology innovation programmes with a global scope within an international organization is a strong advantage.
• Experience in establishing and implementing partnerships is an advantage.

Based in New York, the Sustainable Development Cluster (SDC) supports diverse partners with their peacebuilding, humanitarian and development operations.

The SDC’s services include grants management, development and special initiatives support, and technology support to the UN and UN agencies.

The SDC is part of the New York Service Cluster that supports the United Nations Secretariat, as well as a broadening community of other New York-based United Nations organizations, bilateral and multilateral partners in the delivery of UNOPS mandate in project management, infrastructure management, and procurement management.
