is Fund Manager for the Livelihoods and Food Security Fund (LIFT), a
multi-donor fund established in 2009 to address food insecurity and income
poverty in Myanmar. LIFT has reached
more than 9.4 million people, or roughly 26 per cent of Myanmar’s population

LIFT intend to provide technical assistance to Department
of Social Welfare (DSW) to support M&E capacity. Monitoring and Evaluation (M&E) Specialist will work closely with the DSW
M&E Committee, M&E Task Force, DSW Maternal and Child Social Cash
Transfer (MCCT) Programmes and Chin State MCCT Programme Teams, as well as with
Chin State Department of Social Welfare, to increase their M&E capacities,
support them in all projects, and programme monitoring. The M&E Specialist
will contribute to work plan preparation and Post Distribution Monitoring (PDM),
and help prepare regular reports to the head of the DSW implementation team in
Nay Pyi Taw.
Under the direct supervision of the Programme Officer
(Livelihoods and Food Security), and in close collaboration with DSW MCCT
Programme Director and the National M&E Support Officer, the M&E Specialist
will play a lead role in providing M&E Technical Support to MCCT Programme
Team in Nay Pyi Taw and Chin State in accordance with UNOPS policies,
procedures and practices.
The M&E Specialist will lead the Technical
Assistant in five priority action areas: (a) Refinement of the MCCT Monitoring
System (b) Capacity building of M&E Committee, and M&E Task Force, (c)
Capacity building of DSW team in Nay Pyi Taw and Chin, (d) M&E technical
support to Post Distribution Monitoring (PDM) and analysis and (e) Reporting.
For all the functions below, the M&E Specialist
will work in an advisory role to DSW and with particular focus at the Union
Level, working closely with the DSW MCCT Programme Director. He/she will
contribute to and support activities that strengthen the capacity of the DSW
team to effectively and sustainably monitor projects.
