Field Coordination Associate

DFID has contracted UNOPS to carry out a “Project Coordination” Project in close cooperation with DFID leadership. DFID through UNOPS will work closely with the new provincial and local Government to coordinate programmes in the provinces and provide technical assistance, as appropriate.

Field Coordination

- Activity mapping: Support the Head of Provincial Project Office to conduct an activity mapping exercise for all DFID-funded activities in the province, through a desk review of existing information, interviews with key informants (local authorities, DFID personnel) and field visits.

- Launch of coordination mechanisms: Engage key PCU stakeholders (provincial and municipal governments, DFID and DFID-funded project personnel) to design relevant field coordination mechanisms to respond to their objectives and capacity.

- Coordination mechanisms secretariat: Ensure that coordination mechanisms are fit for purpose and functioning according to their agreed requirements (periodicity, nature of data exchange, level of representation etc.) through logistical support for meeting organisation, reminders, meeting minutes and regular evaluations.

- Data collection and joint reporting: In collaboration with the Data Assistant, define relevant data to collect and dashboards to set up for coordination and joint reporting purposes. Lead data collection among DFID-funded projects. Compile information for joint narrative reporting and assist the Head of Provincial Project Office to draft joint reports as required.

- Communication: Assist the Head of Provincial Project Office in ensuring communication with local and provincial governments is coordinated effectively, reducing siloes, gaps and duplication in conversations. This will include making sure that all levels of government are properly informed about field activities and feeding back information about conversations with these governments to UNOPS Nepal senior management and the Donor.

Risk Management

- Information network: Establish and maintain a network of informants on security and safety risks in the province and adjacent provinces. Informants must be based locally and provide reliable and regular information on local security risks, including transportation conditions and other field conditions relevant to the delivery of safe and effective assistance by DFID-funded projects.

- Data collection: Work with DFID-funded project teams on the definition of relevant field security data to collect. Lead on collecting and updating relevant data such as security incidents, road blockades, natural disasters and other elements affecting the security of implementing agencies and their staff in the province. This will be done through the network of informants, press reviews and field observations as needed.

- App management: With the support of the Data Associate, update the risk management app as necessary with relevant field risk information. Promote the use of the app among project stakeholders and assist partners in app installation, log in, use and troubleshooting as needed.

- Security analysis: Assist the Head of Provincial Project Office and Deputy Team Leader to provide field security analysis and advice to DFID and partners upon request.

- Security training: Assist the Deputy Team leader in organising and delivering security training to field staff as needed.

Monitoring and Progress Controls

The Field Coordination Associate’s performance will be monitored through:

• The definition and bi-annual review of individual performance objectives.
• The completion of deliverables as per the project’s plan (activity mapping, joint reporting, risk management updates).
• Successfully building effective networks in the province, as well as within DFID, and working collaboratively with all staff. 

Education

• Bachelor’s Degree in development studies, social studies, business, management, administration or another relevant field is required

Work Experience

• At least 3 years of work experience in development project implementation, peace and security, risk management, field coordination, monitoring and evaluation or a related field is required;
• Experience working in Nepal is highly desirable;
• Previous experience working on DFID-funded projects desirable.

Language

• Proficiency in spoken and written English and Nepali is required.

• Good technological competence, including experience working with MS Office and cloud-based work (Google Suite).
• Willingness to travel to Kathmandu monthly for short field trips.
• Ability to work independently and under pressure.
• Collaborative approach to working in a multi-ethnic team.
