UNGM Programme Analyst

The incumbent is assigned all or part of the following duties which are performed according to organizational needs and structure:

The United Nations Global Marketplace (UNGM) is the United Nations procurement portal used by 30 UN and IFI organizations as their supplier registration and sourcing system. The UNGM is the common platform for the publication of business opportunities and contract awards by UN organizations. In addition, UNGM hosts relevant information for procurement practitioners in the UN, such as training material, Long Terms Agreements (LTAs), guidance material on Sustainable Procurement, and documents on the harmonization of procurement within the UN system. The UNGM also provides work spaces and document repositories for the HLCM PN and its working groups and special projects. The strategic value of the UNGM to the UN system of organizations is paramount with the integration of e-procurement solutions and the interfacing with Agencies ERP systems. The UNGM also plays an integral role in the UN agencies approach to vendor due diligence and the dissemination of information on vendor sanctioning.

UNOPS administers UNGM on behalf of the UNGM member organizations and is mandated to further develop the platform to become the business interface between buyers in the UN organizations and vendors interested in doing business with the UN.

As part of the UNOPS Procurement Group and under the direct supervision of the UNGM Programme Manager, the UNGM Programme Analyst is responsible for the day-to-day administration of the UN Global Marketplace (UNGM), as well as providing subject matter expertise to the further development of the platform in terms of business as well as technical development.

Maintaining the highest degree of personal and professional ethics, the UNGM Programme Analyst maintains a collaborative, client-focused, quality and results-oriented approach in the Business Unit.

1. Implementation of operational strategies
2. Implementation and management of CRM system
3. User interface design development and usability assessments
4. Development and management  of the UNGM Institutional Partner Portal
5. Identify and implementation of cutting edge technology and tools
6. Representation and Training
7. Facilitation of knowledge building and knowledge sharing

• Ensures full compliance of assigned activities with UNOPS rules, regulations, policies and strategies; implementation of the effective internal control, proper design and functioning of a client-oriented vendor management system.
• Implementation of, or support to, the different aspects of the vendor management processes, including User Registration System Management; Due Diligence and Compliance Screening and Evaluation; External System Integration; CRM System Management;  Strategy and Planning.

Education:

• Advanced Degree or equivalent preferably in Procurement and/or Supply Chain Management, Business Administration, or related field.
• A first-level university degree in combination with two (2) years’ experience at the international level in Procurement Management, Business Administration, Public Administration, or related field may be accepted in lieu of the Advanced university degree.
• For those who do not have a degree in Procurement and Supply Chain Management, Chartered Institute of Supply and Management (CIPS) or similar international Certification is a distinct advantage.

Experience:

Three (3) years experience at the international level in the area of Procurement and Supply Chain Management, including: 

• Experience in working with a range of stakeholders ranging from governmental to industry in developing and developed countries
• Experience in the usage of computers and office software packages (MS Office 2003 and/or newer versions)
• Demonstrated knowledge of online databases systems

In-depth knowledge of UN procurement rules and regulations, principles, and practice is an asset.

Language Requirements:

• Excellent command of English and French, and working knowledge of Spanish
• Knowledge of another official UNOPS language is an asset.
