Deputy Team Leader - Conflict Sensitivity Advisor

DFID will contract UNOPS to carry out a “Project Coordination Units (PCU)” Project in close cooperation with DFID leadership. UNOPS will work closely with the new provincial and local Government to coordinate programmes in the province and provide technical assistance through existing programmes, as appropriate.

The Deputy Team Leader/Conflict Sensitivity Adviser will support and deputise for the Team Leader to coordinate all activities of the PCUs. This will include significant team leadership and representational work. As well as being second-in-command for all operations of the PCUs, the Deputy will also coordinate all of the PCU's conflict sensitivity activities to ensure DFID-funded activities are carried out safely and effectively across Nepal. The successful candidate will also play a key role in coordinating Stakeholder engagement strategy at the national and provincial level. This is a unique opportunity to help lead a cross-national team which will have a real impact on the effectiveness of DFID’s programmes across Nepal as federalism is implemented.

The Deputy Team Leader – Conflict Sensitivity Advisor will be responsible for:

• Supporting the team leader to coordinate the all work of the regional PCU offices. This will involve frequent travel between the offices in each province and significant representational and leadership work.
• Monitoring and analysing the security situation at national and sub-national level, through field assessments, coordination with field-based staff and the establishment of an effective information network, and advising the Team Leader and central DFID teams to enable them to act on that knowledge.
• In conjunction with the Team Leader and Heads of Provincial Offices, help design and implement an overall conflict sensitivity and stakeholder engagement strategy for the PCUs at national and provincial level.
• In conjunction with the Team Leader and Heads of Provincial Offices, identifying field conflict sensitivity needs for data management, on-demand services, knowledge pieces (context analysis, political economy) and taking part in Conflict Sensitivity training.
• Providing context advice and training to DFID-funded project teams and their partners.
• Leading on launching a context analysis data platform, with the support of the Data Analyst and software development team.
•  Liaising with UNOPS and DFID to support the Team Leader on oversight of corporate services and policies for PCU staff. 

Monitoring and Progress Controls

The Deputy Team Leader’s performance will be monitored through:

• The timely delivery of outputs as per the project plan (conflict sensitivity strategy, situational updates, travel advice, knowledge pieces, training and analysis data platform)
• Monthly reports and monthly coordination meetings with the project’s team and leadership.
• Regular visits in the provinces.

Education

• Bachelor’s Degree in conflict sensitivity, conflict resolution, peace building, governance or another relevant field is required.

Work Experience

• At least 4 years of work experience in security, conflict resolution, governance or peace building is required;
• Experience working in Nepal is desirable;
• Experience of managing teams desirable.
• Previous experience with DFID or DFID-funded projects desirable.

• Full professional command of Nepali is required.
• Good level of written and spoken English is required.
• Local/ethnic language skills desirable (Maithili, Bhojpuri, Tharu, Awadhi in particular). 

• Reputation of impartiality.
• Strong networking, communication and negotiation skills.
• Good capacity on all widely used IT systems, MS Office and cloud-based work.
• Willingness and ability to travel to field locations monthly.
• Ability to work under pressure.
• Ability to build strong networks with both internal and external stakeholders, and collaborative approach to working in a multi-ethnic team, and ability to empower teams to do the same.
