Monitoring and Evaluation Advisor (Retainer) , Multiple positions

Fund Management has become a recognized strength of UNOPS Myanmar and a new potential business model for other country offices in the region. UNOPS Myanmar will build on the accumulated knowledge and expertise and establish a regional Centre of Excellence in Programme Management to assist UNOPS offices elsewhere to expand engagements in programme/fund management in a recognized and consistent way. Robust Monitoring and Evaluation practices is vital for success of fund management.

Under the direct supervision of the Head of Programme Management Office, the Monitoring and Evaluation Advisor may be requested to support specific work packages, detailed through individual task notes, covering but not limited to the provision of  technical leadership on MEL systems development and implementation, national M&E systems strengthening activities, and support to external/internal assessments, evaluations and data requests across programmes and funds managed by UNOPS. The incumbent will have extensive contact with programmes and  technical specialists in a wide variety of organisations and be involved in terms of designing and managing studies to evaluate the programmes and funds performance overall.  Support needed will mostly be for programmes in Myanmar but may occasionally include assignments from other UNOPS offices, particularly in Asia Region.

• Developing and updating effective Monitoring, Evaluation and Learning (MEL) systems for (a) actions supported by the Fund and (b) the Fund’s own performance. 
• Providing technical advice into the design, implementation and improvement of MEL systems, policies, tools, processes.
• Managing specific contracts and contractors related to Programmes and Funds’  MEL  activities. Developing or revising MEL-related guidance on a wide range of topics such as data quality management procedures, evaluation TOR development, and MEL plan development.
• Ensuring that MEL data are readily available, as appropriate, to the Fund Board and to other stakeholders, particularly on impact and lessons learnt from Fund activities.

Education

• Master's Degree in Social Sciences, Agricultural Sciences, Political Sciences, Development or related field is required.
• Additional two years of similar experience with a Bachelor Degree is considered as equivalent.

Work Experience

• At least seven years of work experience in M&E with at least 4 years related to the M&E of development programs is required.
• With a Bachelor Degree, a minimum of nine years professional M&E experience of which five years related to the M&E of rural development, livelihood, or other development related programs in developing countries is required.
• Significant professional experience in more than one country context is essential.
• Significant professional experience in Southeast Asia is preferred.
• Experience in training would be an asset.
• Previous successful involvement with, and good knowledge of, NGOs and civil society is desired.
• Experience with the M&E of multi-donor trust - funds is desired.
• Knowledge of the political, economic and social situation in Myanmar desirable.
• Willingness to undertake regular field visits in difficult conditions is required.
• Computer literacy in Microsoft packages (MS Word, MS Excel, MS Access) is required and SPSS   is an asset.

Language

• Fluency in both written and spoken English is essential.

• The M&E Advisor should possess excellent technical skills in socio-economic research and programme performance assessment.
• Excellent skills in quantitative and qualitative analysis
• Extensive experience in developing logframes/results frameworks and identifying appropriate performance indicators
• Strong communication and facilitation skills, and ability to establish good working relationships with colleagues and stakeholders in a sensitive environment.
• S/he must have experience in handling culturally and politically sensitive situations.
• S/he must demonstrate strong interpersonal and motivational skills and sensitivity to the local environment as well as the ability to work with minimal supervision.
• Excellent writing and data analytical skills.

Note that this is a home-based contract with at least 30 % of travel needed, so travel costs to Myanmar will be reimbursed and Daily Subsistence Allowance will be paid.
