Planning Officer

The Water Supply and Sanitation Collaborative Council (WSSCC) was established in 1990 and mandated by name in United Nations General Assembly resolution A/RES/45/181.The WSSCC Secretariat is hosted by the United Nations Office for Project Services (UNOPS) and aims to accelerate the achievement of sustainable sanitation, hygiene and water services for all people, with special attention to the unserved poor, by enhancing collaboration and coordination of all sector stakeholders. • Manages and makes adaptations to the annual and bi-annual corporate work planning exercise, in close consultation with managers across the Council, to effectively prepare the final organizational workplan, as well as the PMER Unit workplan

• Supports the multi-year strategic planning exercise finalizing the results and monitoring and evaluation framework, and continuously assesses relevance of the plan indicators, recommends refinements to the framework, identifies data and reporting gaps and takes remedial action.

• Provides strategic advisory support on the results framework and workplanning in the country engagement plans, country program proposals, and other thematic plans in consultation with relevant Units; 

• Independently works across Council teams and entities to gather and analyze the most relevant data, assisting partners to clarify indicators and generate predictable, trackable measures that reflect corporate tracking requirements and reliably produce effective reporting and planning products;

• Provides evidence based, analytical inputs to the regular reports for the Steering Committee and special ad hoc reports for donors, partners or to support the Executive Director, and identify and recommend effective approaches for dissemination of the Council’s reports through appropriate mediums;

• Develops methods, tools, and policies, and provides technical support and training on those to Units across the organization and national counterparts, to facilitate effective, results based planning, monitoring and evaluation and enhance the quality, relevance and availability of strategic information produced by entities of the Council;

• Facilitates the convening of peer network of planning, monitoring and evaluation experts across similar organizations to bring objective, credible, and independent advice, testing, and recommendations in planning, monitoring and evaluation matters to the Council.

• Performs other duties related to planning, monitoring, evaluation and reporting in WSSCC as required by the Head of PMER Unit;   

• Master degree in Business Administration, Management, Political Science, International Relations or relevant field
• A bachelor's degree with a combination of 2 additional years of relevant experience may be accepted  in lieu of the master's degree.

• Minimum five years of relevant professional experience in multisectoral planning or Monitoring and Evaluation or related fields is required.
• Extensive experience in use of quantitative and qualitative analytical methods is required; 
• Specific experience with sanitation and hygiene desirable.
• Good working knowledge of Microsoft Office is essential.

• Demonstrated understanding of the the key strategic priorities and emerging planning requirements.
• Demonstrated ability to produce high quality planning documents with excellent writing skills.
• Ability to analyze problems carefully and logically, leading to fact-based and practical recommendations in planning exercises.
• Ability to allocate appropriate time and resources for completing the work and managing conflicting priorities.
• Identifies priority activities and assignments adjusting priorities where required.

• Contract type: International Contractor Agreement

• Contract duration: ‘Open-ended, subject to organizational requirements, availability of funds and satisfactory performance.
