UNOPS Hub in
Amman
The UNOPS Hub in Amman implements projects in Jordan,
Lebanon, Iraq, Syria, Turkey, and Yemen, in partnership with bilateral donors,
national governments, and other UN agencies. With an established presence
across the region, the office runs operations including large-scale
procurement, project development, and technical management, and provides financial,
human resources, and infrastructure-related services. The functional objective
of UNOPS Hub in Amman is to deliver its projects in an efficient and effective
manner and in line with the principles, rules and regulations of UNOPS, in
order to support the response to the current needs and national priorities in
the region.
Project
Background
The current conflict in Yemen has resulted in
a wide-spread humanitarian crisis, and has left 80 per cent of the population
(24.1 million people) in need of assistance[1]
at the time of the design of the project at hand. The impediments on commercial imports to
Yemen led to a severe lack of basic items. It was determined should the
situation continue to the point that basic commodities are not imported and
therefore not available in the market, the current humanitarian crisis would
deteriorate even further.
In order to address the dire humanitarian
situation in Yemen, the restoration of regular commercial cargo flows into the
country is essential. UN Security Council resolution 2216 (2015) decided : “Member States shall take necessary measures
to prevent the direct or indirect supply, sale or transfer from or through
their territories or by their nationals, or using their flag vessels or
aircraft, of arms and related materiel of all types, including weapons and
ammunition, military vehicles and equipment, paramilitary equipment, and spare
parts for the aforementioned”..
The United Nations Office for Project Services
(UNOPS) was requested to operationalize and manage a mechanism to oversee the
monitoring and inspection services on behalf of the UN and the concerned Member
States. The
United Nations Verification and Inspection Mechanism for Yemen (UNVIM) was
established to facilitate the unimpeded free-flow of basic commercial items to
areas of Yemen not under the control of the Government of Yemen and is an independent mechanism, executed by UNOPS and reporting to
OCHA.
As of August 2019, UNVIM has granted
clearances to over 1,000 vessels who
have discharged over 20 million metric tonnes of commercial cargo in Yemen’s
Red Sea ports of Hodeidah, Saleef and Ras Isa, thereby contributing to
alleviate the suffering of the population of Yemen.
