The Central African Republic (CAR) is a highly fragile country with a history of recurrent conflict, the most recent of which took place in 2013 between multiple armed groups. The violence that followed the 2013 crisis greatly damaged public assets and infrastructure, disrupted service delivery, further weakened the social fabric, and exacerbated people’s poverty and vulnerability to shocks. As a result, roughly one-quarter of the population was internally displaced or had to flee as refugees to neighboring countries. Forced displacement has disrupted livelihoods, depleted the assets of the poor, and put an additional strain on service delivery in areas of displacement


UNOPS Central African Hub, headquartered in the DR CONGO  has been identified as an agency in the United Nations system which can support the area of infrastructure (both horizontally and vertically), development, humanitarian and post conflict management. The distinctive activity of UNOPS in Central Africa aims at assisting bilateral, multilateral partners, UN agencies and government entities in their efforts to ensure timely and efficient implementation of their investment projects related to the reconstruction and development of the countries within the Central African Hub.

Located in Kinshasa, Democratic Republic of the Congo (DRC) the UNOPS Hub in Central Africa covers eleven countries, including in the Central African Republic (CAR), and has an active portfolio of over $200m, mostly related to infrastructure projects. The office has developed strong working relations with the international partners, UN agencies including UN Missions and Governments across Central Africa over the years. It provides technical support and capacity building in strategic development areas including infrastructure rehabilitation and development across health, education, public works, governance/public administration sectors; procurement, project management and sectoral advisory services; peace and security, environmental preservation and protection among others. 

I. Purpose and Scope of Assignment


Under the overall guidance and supervision of the Head of Office/Program Manager, CAR, the  Programme Management Office (PRMO) - Senior Analyst  will conduct market analyses and market surveys to identify potential partners and projects across prioritized countries within the Hub while ensuring the technical quality of on-going projects in CAR. 

The Programme Management Office (PRMO) - Senior Analyst serves as a technical analyst, reviewer and advisor in support of the development of new projects and/or functional areas as to ensure that technical, infrastructure designs and products are developed, implemented and compliant in accordance with customer's and UNOPS quality requirements.

Technical Analysis Functions

• Formulate and review new project technical documents for Engagement Development to include all technical and infrastructural elements related methodologies and approaches, scope of works, BoQ’s, work plans and associated resource needs;
• Contribute to analytical notes on project execution of new infrastructure projects;
• Draft activity planning for new projects or in preparation of proposals for Engagements on the technical aspects;
• Contribute to discussion with Infrastructure Project Management Group and partners on infrastructure projects; support the Partnership Development Unit in answering technical questions on project Engagement;
• Assist the Program Team in maintaining technical standards and best practices in infrastructure projects: design, development and execution.

Partnership Development Support Functions

• Support the Partnership Development Unit working closely with CDOH Partnership Development Advisor and Team to identify and attract potential new businesses, customer opportunities and engagement acquisition with targeted potential and current partners;
• In conjunction with the Partnership Development Unit, support business development opportunities in drafting and delivering appropriate proposals and technical specifications as well as presenting and discussing them with potential partners;
• Report to Partnership Development Unit Advisor of potential relationship development with Donors, Government, and sister UN Agencies and partners in Central African Republic.

Quality control

• Assist the PMs & teams to initiate the implementation of project activities;
• Liaise closely with engineering staff ensuring engineering accuracy of construction/rehabilitation activities;
• Effectively document, follow up and undertake corrective actions – both internal and external;
• Analyze findings, issues and nonconformance identified during technical audits of Infrastructure Project Management Group as to recommend and initiate program quality and performance trends;
• Perform and review quantity calculations and measurements for estimates (incl unit prices) for project proposals, bids, and contract planning and preparations;
• Ensure that quality and risk management plans and health safety measures are included in infrastructure projects documents and proposals (including the associated budget) and that they are tailored to the specific scopes;
• Perform quality assurance inspections at jobsites to achieve compliance with contract plans and specifications on all phases of roadway, bridges, and structure and facilities construction/rehabilitation;
• Draft detailed inspection reports, with photographs;
• Ensure that engineering teams in the field have reviewed quality manuals, documents and implementation procedures as to certify compliance with industry codes and standards (including health and safety) ;
• Assist the Head of Office in Results-based and risk management reporting on infrastructure project.

• Advanced University Degree (Master's or equivalent) in Civil Engineering, Architecture, Construction Management is required.
• First level university degree (Bachelor or equivalent) in Civil Engineering, Architecture, Construction Management, plus 2 additional years of relevant professional experience may be accepted in lieu of Master
• University degree ( Master or Bachelor )  in Project Management or Administration is an advantage.

• PRINCE2 certification, at least at Foundation Level, or Project Management Professional (PMP) methodologies is desirable.

• Minimum 2 years of relevant experience in successfully supporting and advising projects is required
• Extensive experience implementing works under complex quality and safety plans is essential;
• Experience directing and mentoring engineering staff is recommended;
• Experience with review and/or preparation of new project technical documents for LEADs development to include infrastructural/construction is essential;
• Proven experience in providing technical advice and support to Programme teams on projects of road and bridge construction as well as facilities/building construction with the use of appropriate technologies for the Central African setting is an asset;
• Experience UN/UNOPS construction and familiarity with infrastructure programmes and the specific challenges to road construction in Central African Region are an asset

• Fluency in written and oral French and English is required.
